Box 110020 Juneau, AK 99811-0020 POSITION STATEMENT: Present to respond to questions on SB 88 & SB 89 Bryce Edgmon, Staff to Senator George Jacko State Capitol Juneau, AK 99801-1182 POSITION STATEMENT: Offered information on SB 42 ACTION NARRATIVE TAPE 93-11, SIDE A Number 001 The Senate Community & Regional Affairs Committee was called to order by Chairman Randy Phillips at 9:14 a.m. Because only Senator Adams and Senator Phillips were present, the Chairman stated that no action would be taken on the calendared bills other than the taking of public testimony. The first item on the agenda was SB 102 MUNICIPAL PROPERTY TAX EXEMPTIONS). RUPE ANDREWS, a member of the Capital City Task Force of the American Association of Retired Persons, stated their opposition to SB 102. The task force feels that even though there are some real concerns on the part of municipalities, a property tax is warranted for disabled veterans in Alaska and for the senior citizens. Mr. Andrews said it has a been policy to keep our senior citizens in Alaska and for them to be able to remain in their homes. He suggested that the legislature, the Administration and the senior themselves have to develop a more comprehensive policy, and, to that end, perhaps a task force could be formed to see how some specific policies towards the senior citizens of the state can be formulated. Number 105 DUANE GUILEY, Director of School Finance, Department of Education, informed the committee that the department had made an error on the fiscal note provided with SB 102. He stated the department would prepared a revised fiscal note based on the legislation as it currently exists. Number 110 CHAIRMAN RANDY PHILLIPS stated testimony would be taken on SB 88 (CAPITAL PROJECT GRANTS) and SB 89 (APPROP: CAPITAL PROJECT MATCHING GRANTS). JACK FARGNOLI, Office of Management & Budget, Office of the Governor, stated he was present to respond to questions. Number 140 The final order of business was SB 42 (LOCAL SALES TAX ON ALCOHOLIC BEVERAGES). BRYCE EDGMON, staff to Senator George Jacko, directed attention to a proposed committee substitute which would put a cap on the number of communities that would be involved by affecting communities that have a population 2,500 or less in a municipality. Lacking a quorum, CHAIRMAN RANDY PHILLIPS adjourned the hearing at 9:22 a.m.
