ACTION NARRATIVE (TAPE 95-2 ON FILE IN LEGISLATIVE REFERENCE LIBRARY) The Conference Committee on SB 123 was called to order at 8:15 p.m. by Representative Con Bunde, who was chairing the meeting. All Senate and House conferees were present. SUMMARY INFORMATION Representative Brown moved a conceptual amendment which would take the more generous numbers that are in the House version for the vocational programs, and programs that have a default rate of 30 percent or more would fall under the more restricted numbers that are in the Senate version. Representative Bunde objected. It was pointed out by Representative Vezey that the conceptual amendment would not be covered under the limited powers of free conference granted to the committee. Representative Brown withdrew her conceptual amendment. Representative Bunde offered a compromise amendment to CCS SB 123 on page 2, line 7: Change "$3,000" to "$3,500." Senator Green moved adoption of the amendment. There being no objection, the amendment was adopted. Number 100 Senator Green moved the adoption of CCS SB 123. There being no objection, CCS SB 123 was adopted. Number 105 Representative Brown moved that the committee rescind its action in failing to adopt "House Amendment No. 3." Senator Green objected. After discussion on the amendment, a vote was taken and the rescinding motion failed on a 3-3 vote. Number 205 Senator Ellis moved that the conference committee submit a Letter of Intent for consideration on the House and Senate floors which states that the Commission on Postsecondary Education will enforce current statutes to reduce delinquency rates. Hearing no objection, the motion carried. Representative Vezey moved that CCS SB 123, as amended, be adopted. A roll call was requested and taken with the following result: Senator Green, Senator Phillips, Representative Bunde, Representative Vezey voted "Yea" and Representative Brown and Senator Ellis voted "Nay." The motion carried on a 4-2 vote. The meeting was adjourned at 8:30 p.m.
