Chair Hawker observed his desire to work with the University to assure funding in the future. 8:50:15 AM ALASKA COURT SYSTEM Chair Hawker observed that the Alaska Court System was closed- out during the April 11, 2009 meeting. LEGISLATURE Chair Hawker observed that the Legislature was closed-out during the April 11, 2009 meeting. 8:51:13 AM STATEWIDE Vice-Chair Hoffman MOVED to ADOPT the committee's recommendation on the Statewide Sheet: Item 3 Senate Vice-Chair Hoffman MOVED to rescind the committee's action on Statewide Item 2 for the purposes of restating the motion with technical corrections. There being NO OBJECTION, it was so ordered. Chair Hawker observed that the action closed the conference-able Statewide items. 8:52:15 AM MENTAL HEALTH Vice-Chair Hoffman MOVED to ADOPT the committee's recommendation for all changes to the Mental Health operating budget items based on action taken in the departmental motion sheets. There being NO OBJECTION, it was so ordered. Vice-Chair Hoffman MOVED to ADOPT the committee's recommendation for the following Mental Health Capital bill items: Items 1 thru 7 Senate Item 8 Senate minus $6,000,000 AHFC Dividend plus $4,000,000 Capital Income Fund Item 9 House There being NO OBJECTION, it was so ordered. Hawker observed that the action closed the Mental Health items. 8:54:17 AM FISCAL NOTES Chair Hawker provided members with a four page report by the Legislative Finance Division report detailing certain fiscal notes (copy on file). The fiscal notes contain funding relating to legislation that is assumed to pass during the current session and would be considered part of the agency operating budget. Vice-Chair Hoffman MOVED to ADOPT the committee's recommendation for the fiscal notes in the attached Legislative Finance report dated 4/13/2009. He clarified that should a measure be listed in the report not be enacted the appropriation shall lapse. Senator Stedman asked for the fiscal note total. Chair Hawker responded that fiscal notes total 4.9 million in aggregate. Senator Stedman noted that total is a reduction from that projected by the Administration. Chair Hawker observed that the fiscal note portion of the budget was closed. 8:57:42 AM THE TECHNICAL AND CONFORMING CHANGES Vice-Chair Hoffman MOVED that the Committee give authorization to Legislative Finance and Alaska Legislative Legal Division to make any necessary technical and conforming amendments on the two bills and that the Committee report out of Committee CS for HB 81 and HB 83. There being NO OBJECTION, it was so ordered. Representative Stoltze noted that federal funds may not be as prolific in the coming year. CCHB 81 and CCHB 83 were reported out of committee. The meeting was adjourned at 9:00:57 AM.
