26th ALASKA STATE LEGISLATURE 2nd SESSION CONFERENCE COMMITTEE ON HB 300 and HB 302 April 15, 2010 1:36:10 PM CALL TO ORDER Representative Hoffman called the Conference Committee meeting on HB 300 and HB 302 to order. 1:36:10 PM MEMBERS PRESENT: Senate: Senator Lyman Hoffman Senator Bert Stedman, Member Senator Joe Thomas, Member House: Representative Mike Hawker, Representative Kevin Meyer, Member Representative Les Gara, Member ALSO PRESENT David Teal, Director, Legislative Finance Division; fiscal analysts with the Office of Management and Budget and Legislative Finance Division; and aides to committee members and other members of the Legislature. SUMMARY CSHB 300(FIN)  "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; and providing for an effective date." CSHB 302(FIN)  "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." and Senate CS for CSHB 300(FIN) am S  "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; and providing for an effective date."  Senate CS for CSHB 302(FIN)  "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." Chairman Hoffman discussed housekeeping. He explained that decisions concerning the open items in both HB 300 and 302 would be based on the motion sheets previously distributed to committee members. The first item open before the committee was in the language section; Page 6 of the April 15th document, with the footnote "FY11 cc open language motions": Language Section Vice-Chair Hawker MOVED to ADOPT the following items for the language section: Items 1 through 8 - Senate; Item 9 and 10 - House; Item 11 Senate; Item 9 adds subsections: 8, 9, 10; Item 12 - Senate; Item 13 - Senate, including subsection: 8, 9, and 10. The motion accepting additional subsections; 8, 9, and 10 included the addition of transactions that provide funding to implement the agreements. The transactions effect multiple allocations in multiple agencies and were summarized in the report labeled April 15, 2010. There being NO OBJECTION it was so ordered. DEPARTMENT OF COMMERCE, COMMUNITY AND ECONOMIC DEVELOPMENT  Vice-Chair Hawker MOVED to ADOPT the chairman's recommendation on the following items for the Department of Commerce Community and Economic Development: Item 2 - Senate; Item 3 - Senate, and 4 - Senate. There being NO OBJECTION it was so ordered.   DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT  Vice-Chair Hawker MOVED to ADOPT the chairman's recommendation on the following items for the Department of Education and Early Development: Item 3 - Senate - additional language: "it is the intent of the legislature that up to 7 million of the amount appropriated from the public school trust fund AS 37.14.110, for public school programs, may be used to address issues raised in Moore v. Alaska, case number 3AN- 04- 9756CI. Those issues include curriculum design, professional training and retention, pre-kindergarten and other intensive early learning, and remediation plans for individual students. Effected school districts include the Yupiit, lower Yukon, Yukon Flats, Yukon Koyukuk, and Northwest Arctic". There being NO OBJECTION it was so ordered. 1:42:02 PM DEPARTMENT OF HEALTH AND SOCIAL SERVICES  Vice-Chair Hawker MOVED to ADOPT the chairman's recommendation on the following items for the Department of Health and Social Services: Item 40 - Senate, minus $50,000, with the remaining $200,000 appearing as a one- time item (OTI). There being NO OBJECTION it was so ordered. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES  Vice-Chair Hawker MOVED to ADOPT the chairman's recommendation on the following items for the Department of Transportation and Public Facilities: Item 1 - Senate; Item 4 - House; and Item 12 - Senate. There being NO OBJECTION it was so ordered. DEPARTMENT OF HEALTH AND SOCIAL SERVICES  DEPARTMENT OF EDUCATION AND EARLY CHILDHOOD DEVELOPMENT  DEPARTMENT OF PUBLUC SAFETY  Vice-Chair Hawker MOVED to ADOPT the chairman's recommendation on the following Items for the Domestic  Violence and Sexual Assault Initiative: Items 1 through 10 - House. There being NO OBJECTION it was so ordered. OIL AND GAS  Vice-Chair Hawker MOVED to ADOPT the chairman's recommendation on the following Items for Oil and Gas: 1 and 2 - Senate; Item 3 - open; Item 4 - Senate; Item 5 - Senate, minus $150,000; Item 6 - Senate; Item 7 - Senate, minus $100,000; Item 8 - Senate; Item 9 - Senate, minus $50,000; Item 10 - Senate; and Item 11 - open. There being NO OBJECTION it was so ordered. Chairman Hoffman relayed that Item 3 in the Office of the Governor, and Item 11 in the Department of Revenue would remain open.
