Members present were Representatives Kott, Gary Davis and Ulmer, representing a quorum. Representative Sanders attended via teleconference from Anchorage. Representative Olberg was excused from attending due to illness. CONFIRMATION HEARINGS Number 010 CHAIRMAN VEZEY read the agenda and announced that nominees would be taken in no particular order. He announced Gary R. Wilken had been nominated to the Athletic Commission, and asked Mr. Wilken for any statements he might like to present to the committee. Number 021 GARY R. WILKEN, NOMINEE TO THE ATHLETIC COMMISSION, testified by teleconference from Fairbanks, and expressed his pleasure at being nominated. He told the committee of his long standing commitment to athletics. Number 063 REPRESENTATIVE GARY DAVIS MOVED the nomination of Gary Wilken to be passed from committee. There being no objections, Mr. Wilken's nomination was passed by a 4-0 vote. Number 092 CHAIRMAN VEZEY announced Ms. Augusta Sayoko Mimoto- Greenheart had been nominated to the Human Rights Commission and invited her to testify before the committee. AUGUSTA SAYOKO MIMOTO-GREENHEART, NOMINEE TO THE HUMAN RIGHTS COMMISSION, testified by teleconference from Anchorage, and expressed her pleasure at being nominated. STATES, NOMINEE TO THE HUMAN RIGHTS COMMISSION, testified by teleconference from Fairbanks and expressed her pleasure at being nominated. Number 203 REPRESENTATIVE G. DAVIS MOVED the nomination of Ms. States to the Human Rights Commission. There being no objections, the nomination was passed by a 5-0 vote. Number 230 REPRESENTATIVE ULMER asked if any committee member or commission member knew the racial and gender makeup of the commissions. Number 240 MS. STATES outlined the racial and gender makeup of the Human Rights Commission. Number 250 CHAIRMAN VEZEY closed nomination hearings for the Human Rights Commission and the Athletic Commission. SJR 20: DISAPPROVE PALMER BOUNDARY CHANGES Number 260 REPRESENTATIVE ULMER asked the committee to rescind its previous action on SJR 20 and reconsider passing the resolution from committee. Number 271 CHAIRMAN VEZEY RULED the MOTION OUT OF ORDER, saying SJR 20 was not on the committee agenda. Number 274 REPRESENTATIVE ULMER noted reconsideration motions are never placed on an agenda, and asked Chairman Vezey to reconsider his ruling. Number 284 CHAIRMAN VEZEY RULED the MOTION OUT OF ORDER and polled the teleconference sites for public testimony on bills before the committee. Number 300 STEVE VANCLEVE testified by teleconference from Mat-Su and reaffirmed his support for SJR 20. He noted his disappointment in the committee's failure to move the resolution. Number 316 DON HART testified by teleconference from Mat-Su and questioned why members of the committee left the room prior to the last vote on SJR 20, and expressed his anger on the result. He asked the committee to reconsider its action of March 4, 1993. Number 345 RHONDA MARCY testified by teleconference from Mat-Su and expressed her disappointment SJR 20 had not passed from committee. She asked for reconsideration of the March 4, 1993, committee vote. Number 370 DAN DRYDEN testified by teleconference from Mat-Su, and told the committee he was surprised by the absence of two members when the March 4, 1993 vote was taken, especially when he asked if all members were present when he spoke on the issue. Number 390 CHAIRMAN VEZEY polled all the other teleconference sites to see if anyone else wanted to testify. No one did. ADJOURNMENT Number 405 CHAIRMAN VEZEY thanked all the participants and adjourned the meeting at 8:24 a.m.
