SJR 17 - MAGNUSON FISHERY CONSRV & MGT ACT REPRESENTATIVE RAMONA BARNES moved to pass CSSJR 17(JUD) from committee with individual recommendations. CHAIRMAN MOSES asked if there were objections. Hearing none, it was so ordered. CHAIRMAN MOSES, moving on to the copier replacement approval, identified that the two machines that need replacement as the one outside the Judiciary Committee room and the one on the fourth floor near Representative Gary Davis' office. REPRESENTATIVE BARNES moved to approve the replacement of both copiers. PAM STOOPS, EXECUTIVE DIRECTOR, LEGISLATIVE AFFAIRS AGENCY, advised members that there have been numerous problems with both machines. One machine is ten years old, the other is six years old. Staff in the offices nearest these machines have to use them, and they are broken down quite often. CHAIRMAN MOSES clarified that one machine is waiting on a replacement part, then asked if the legislature could get by with them until the end of session. MS. STOOPS advised members that the same problem would occur next year, and the copiers would need replacement. She said the part that has been ordered may not even fix the problem. CHAIRMAN MOSES said there would be seven months of unproductive time during the interim. MS. STOOPS said that Legislative Affairs could put off the actual purchase of the machines until November, if the committee were to approve the purchase, the funds could be encumbered now. She added that session expenses will lapse a great deal of money. REPRESENTATIVE BARNES noted that if the machines continue to break down, more money will go into repairs. MS. STOOPS noted that both machines are on a maintenance contract. CHAIRMAN MOSES said that the funds can be encumbered now, yet replacement of both machines should not take place until November 1994 unless the current machines blow up. Chairman Moses approved the replacement and asked if there was further discussion. Hearing none, it was so ordered. CHAIRMAN MOSES noted the next topic on the agenda was the fourth floor electrical upgrade. REPRESENTATIVE BARNES moved that the committee adopt the recommendation to complete the upgrade. CHAIRMAN MOSES asked about the details of the upgrade. MALCOLM McGREGOR, BUILDING MANAGER, DIVISION OF ADMINISTRATIVE SERVICES, LEGISLATIVE AFFAIRS AGENCY, identified that the fourth floor electrical outlets have never been upgraded. Additional power was supplied to the fourth floor a few years back, but the outlets are 15 years old. Current staff could do most of the work, replace the outlets, replaster the walls, then repaint the rooms. An electrical engineer would be needed to oversee the work. He added that the work would be done over the next interim. CHAIRMAN MOSES asked if there were questions or further discussion. Hearing none, it was so ordered. CHAIRMAN MOSES advised members of the next topic, the first floor carpet replacement. REPRESENTATIVE BARNES moved to adopt the recommendation to replace the carpet.
