SUMMARY HB 285 APPROP: MENTAL HEALTH BUDGET HB 285 was HEARD and HELD in committee for further consideration. HB 286 APPROP: OPERATING BUDGET/LOANS/FUNDS HB 286 was HEARD and HELD in committee for further consideration. DEPARTMENTS: Education and Early Development Fund Capitalization Language and Supplementals CS FOR HOUSE BILL NO. 285(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." and SENATE CS FOR CS FOR HOUSE BILL NO. 285(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." 4:03:26 PM Chair Hoffman stated that the bill, HB 287, dealt with early funding of education has passed both bodies. He stated that up education items that passed in HB 287 which were also in HB 286, the operating budget, and removing those identical items from HB 286. DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT Vice-Chair Seaton moved that the Committee adopt the following in the Department of Education and Early Development's budget: Item 1 Senate Item 2 Senate Item 4 Senate on both lines Item 5 Senate Item 6 Senate Item 7 Senate Item 8 Senate Item 9 Senate Item 13 Senate on all lines Item 14 Senate on both items There being NO OBJECTION, it was so ordered. This action closes items 1, 2, 4, 5, 6, 7, 8, 9, 13, and 14 in the Department of Education and Early Development's budget, leaving items 3, 10, 11, 12, 15 and 16 open. Chair Hoffman announced that pink slips would not be sent. He stressed that it was a precautionary measure to ensure that they would retain their positions. FUND CAPITALIZATION Vice-Chair moved that the Committee adopt the following in the Fund Capitalization budget: Item 3 Senate Item 4 Senate Item 5 Senate Item 6 Senate Item 7 Senate Item 8 Senate There being NO OBJECTION, it was so ordered. This action closes items 3, 4, 5, 6, 7, and 8 in Fund Capitalization, leaving items 1, 2, 9, 10 and 11 OPEN. LANGUAGE and SUPPLEMENTAL ITEMS Vice-Chair Seaton MOVED that the Committee adopt the following in Language Items: Item 5 Senate There being NO OBJECTION, it was so ordered. This action closes item 5 in Language and Supplementals, leaving items 1, 2, 3 and 4 open. Chair Hoffman stated that the next meeting would be posted when there were more items to discuss.
