HB 489 was REPORTED out of Committee with a "do pass" recommendation and with one previously published fiscal impact note. HCR 32 Relating to information infrastructure and establishing the Alaska Information Infrastructure Policy Task Force. CSHCR 32(EDT) was REPORTED out of Committee with a "do pass" recommendation and with two previously published fiscal impact notes. HB 467 An Act establishing an Alaska Commemorative Coin Commission to develop the design concepts and to make recommendations regarding the final design of the Alaska quarter under the 50 States Commemorative Coin Program Act; and providing for an effective date. CSHB 467(FIN) was REPORTED out of Committee with individual recommendations and with one new zero fiscal impact note. HOUSE BILL NO. 489 An Act relating to the administration of the Alaska Vocational Technical Center; and providing for an effective date. GUY BELL, DIRECTOR, DIVISION OF ADMINISTRATIVE SERVICES, DEPARTMENT OF LABOR & WORKFORCE DEVELOPMENT, explained that the bill relates to the Alaska Vocational Technical Center (AVTEC) in Seward. The 2003 legislative session passed SB 192 that transferred AVTEC from the Department of Education and Early Development to the Department of Labor and Workforce Development (DOLWD). When the transfer occurred, the tuition and fee setting statutory authority didn't transfer to the DOLWD's authority, which was a technical oversight. This bill would allow the DOLWD to set tuition and other fees for students at AVTEC through a regulatory process by means of a simple technical correction to last year's legislation. There is no fiscal impact because AVTEC currently charges tuition and fees. Representative Foster MOVED to report HB 489 out of Committee with individual recommendations and the accompanying fiscal note. There being NO OBJECTION, it was so ordered. HB 489 was REPORTED out of Committee with a "do pass" recommendation and with one previously published fiscal impact note. HOUSE CONCURRENT RESOLUTION NO. 32 Relating to information infrastructure and establishing the Alaska Information Infrastructure Policy Task Force. Co-Chair Harris referred to the fiscal note and asked the length of time that the one position would be authorized. SUE STANCLIFF, STAFF TO REPRESENTATIVE KOTT, explained that the Task Force would begin work June 1, 2004 and would terminate no later than the adjournment of the first regular session. The sponsor did not anticipate that the Task Force would take that long but added the extension as a safety measure. Co-Chair Harris asked why the Task Force is authorized for a longer time if the report is due the first day of session. Ms. Stancliff agreed that the Task Force is not anticipated to extend beyond the report deadline, but the sponsor was concerned that there may be further recommendations or findings that would require additional time. She thought that staff could handle the legislation. Co-Chair Williams asked if staff familiar with the issues would be needed for follow through. Ms. Stancliff agreed that staff with "institutional knowledge" would be beneficial to the Task Force and the next Legislature. Representative Foster MOVED to report CSHCR 32(EDT) out of Committee with individual recommendations and the accompanying fiscal notes. There being NO OBJECTION, it was so ordered. CSHCR 32(EDT) was REPORTED out of Committee with a "do pass" recommendation and with two previously published fiscal impact notes. Co-Chair Williams noted that HB 467 had been heard on April 19 and that Representative Stoltze worked with the sponsor to draft an amendment. Representative Stoltze MOVED to ADOPT Amendment #1. Co-Chair Harris OBJECTED for purposes of discussion. Amendment #1 reads: Page 2, line 18: Delete "six" Insert "10" Page 2, line 26: Delete "one member shall be a resident" Insert "two members shall be residents" Page 2, line 28, through page 3, line 3: Delete all material. Page 3, line 4: Delete "(4)" Insert "(2)" Representative Stoltze explained that he had previously proposed deleting legislative appointees from the Commission. Co-Chair Harris asked if the amendment eliminates all references to legislators being appointed. Representative Stoltze affirmed. Co-Chair Harris withdrew his objection to Amendment #1. Amendment #1 was adopted. Representative Foster MOVED to report CSHB 467(FIN) out of Committee with individual recommendations and the accompanying fiscal note.
