TAPE CC103 01 - 4, SIDE A CALL TO ORDER Chair Mulder called the Conference Committee meeting to order at 11:19 a.m. PRESENT House: Representative Eldon Mulder, Chair Bill Williams, Member John Davies, Member Senate: Senator Dave Donley, [Vice-Chair, pending election] Senator Pete Kelly, Member Senator Lyman Hoffman ALSO PRESENT David Teal, Director, Legislative Finance Division; Bruce Tangeman, Fiscal Analyst, Legislative Finance Division. SUMMARY CS FOR HOUSE BILL NO. 103(FIN)(brf sup maj fld) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; and providing for an effective date." CS FOR HOUSE BILL NO. 104(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." and SCS CSHB 103(FIN)(BRF SUP MAJ FLD S) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; and providing for an effective date." SCS CSHB 104(FIN)(BRF SUP MAJ FLD S) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." HB 103 and HB 104 were HELD in Committee for further consideration. Department of Corrections Open Items: 1,2,7,11,35,36,38 Department of Law Closed Department of Transportation and Public Facilities Open Items 1,13,18 & Intent Chair Mulder called the Conference Committee meeting to order at 11:18 p.m. Senator Donley MOVED to ADOPT the proposed conference committee amounts for the Department of Corrections (see motion sheets). Representative Davies asked that item 39 be held open. There being NO OBJECTION, it was so ordered. Representative Davies pointed out that there is a conditional clause in item 39 that would be adopted with the conference committee action. Chair Mulder agreed. DAVID TEAL, DIRECTOR, LEGISLATIVE FINANCE DIVISION observed that there is a structure change between the House and Senate. Item 39 would add the White Bison project to the Senate structure. BRUCE TANGEMAN, FISCAL ANALYST, LEGISLATIVE FINANCE DIVISION explained that adoption of the Senate number would add the item under institutions appropriation. The House structure would place the item under administrative and operation. [The Senate structure was adopted]. There being NO OBJECTION, proposed conference committee amounts for the Department of Corrections were adopted with the exception of Open Items: 1,2,7,11,35,36, and 38. HB 103 and HB 104 were HELD in Committee for further consideration. Senator Donley MOVED to ADOPT the proposed conference committee amounts for the Department of Law (see motion sheets). Representative Davies asked that item 3 be held [Civil Division, Environmental Law, reduce authority to be used in Governmental Affairs for a paralegal]. There being NO OBJECTION, it was so ordered. There being NO OBJECTION, all other items in the Department of Law were adopted. Representative Davies noted that the position would pay for itself. He questioned why the request was not granted. Senator Donley explained that the job could be done with the existing funds. He noted that the Subcommittee chairman's staff indicated that it was excess program receipt authority. Representative Davies WITHDREW his OBJECTION. There being NO OBJECTION, item 3 was adopted. Senator Donley MOVED to ADOPT the proposed conference committee amounts for the Department of Transportation and Public Facilities (see motion sheets). Items 1,13,18 & Intent were held open. There being NO OBJECTION, it was so ordered. HB 103 and HB 104 were HELD in Committee for further consideration. ADJOURNMENT The meeting was adjourned at 11:32 a.m.
