  SUMMARY                                                                      
  HB 349    An  Act relating  to  elections;  relating to  the                 
            division   of   elections;   relating   to   voter                 
            registration  procedures;  and  providing  for  an                 
            effective date.                                                    
                                                                               
            HB 349 was rescheduled to another time.                            
  HB 435    An Act relating to employment contributions and to                 
            making the state training and employment program a                 
            permanent  state  program;  and providing  for  an                 
            effective date.

  SB 259    An Act removing the  requirement for sunset review                 
            of the  Alaska Commission on  Aging; and providing

            HCS CSSB 259  (FIN) was reported out  of Committee                 
            with a "do pass" recommendation  and with a fiscal                 
            impact note by  the Department of  Administration,                 
            dated 2/2/96.                                                      
                                                                               
  SENATE BILL NO. 259                                                          
                                                                               
       "An Act removing  the requirement for sunset  review of                 
       the Alaska Commission  on Aging;  and providing for  an                 
       effective date."                                                        
                                                                               
  ALISON   ELGEE,   DEPUTY    COMMISSIONER,   DEPARTMENT    OF                 
  ADMINISTRATION testified in support of SB 259.  She observed                 
  that the legislation is the result of a sunset review on the                 
  Alaska Commission on Aging.   The legislation was originally                 
  introduced by the  Governor to remove the  Alaska Commission                 
  on Aging from  sunset review.   An audit by the  Legislative                 
  Budget and  Audit Committee recommended that  the Commission                 
  be removed from sunset or extended until the year 2003.  The                 
  Senate adopted a sunset date of the year 2000.                               
                                                                               
  Co-Chair  Hanley clarified that  the Commission's funding is                 
  contained in the House and Senate operating budget.                          
                                                                               
  Representative Brown asked for a summary of the Commission's                 
  purpose  and  scope.    Ms.  Elgee  noted  that  the  Alaska                 
  Commission on Aging operates under  the Older Americans Act.                 
  It  is  the  granting organization  for  federal  grants for                 
  nutrition,  transportation and other  support services.   It                 
  also  oversees  state funding  for  home and  community care                 
  grants.   The Commission is  the designated board  under the                 
  Alaska Mental Health  Trust Authority to advocate  on behalf                 
  of people with Alzheimers and related dementias.                             
                                                                               
  Representative Parnell MOVED  to report CSSB 259  (HESS) out                 
  of  Committee with individual  recommendations and  with the                 
  accompanying fiscal note.  There  being NO OBJECTION, it was                 
  so ordered.
