SUMMARY INFORMATION  HB 365-APPROP: OPERATING BUDGET/LOANS/FUNDS HB 366-APPROP: MENTAL HEALTH BUDGET The Committee reached agreements on items subject to conference for the Department of Corrections, the Department of Fish and Game, the Department of Health and Social Services, the Department of Labor and Workforce Development, the Department of Military and Veterans Affairs, the Department of Natural Resources, the Department of Public Safety, the Department of Transportation and Public Facilities, the University of Alaska, Fund Capitalization, Debt Service, the Language Section and Fiscal Notes. The bills were reported from Committee. 6:34:20 PM CS FOR HOUSE BILL NO. 365(FIN) am(brf sup maj fld) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations for state aid to public schools, centralized correspondence study, and transportation of pupils; and providing for an effective date." This was the seventh hearing of the Conference Committee on HB 365 and HB 366. [NOTE: "Motion Sheets" detailing the Budget Request Units (BRU), referred to as "items" in Committee discussions, are on file.] 6:35:01 PM Department of Corrections Representative Chenault offered a motion to rescind the Committee's earlier action in closing Item 3. There was no objection and the action was RESCINDED. Representative Chenault offered a motion to adopt the Senate version of Items 3, 4, 13 and 21. There was no objection and the indicated amounts were ADOPTED. This concluded action on the items subject to conference for the Department of Corrections. 6:36:27 PM Department of Fish and Game Representative Chenault offered a motion to rescind the Committee's earlier actions on Items 16, 18, 19, 21 and 27. This concluded actions on the items subject to conference for the Department of Fish and Game. 6:44:41 PM Department of Health and Social Services Representative Chenault offered a motion to adopt the House of Representatives version less $250,000 of Item 35. There was no objection and the indicated amount was ADOPTED. This concluded action on items subject to conference for the Department of Health and Social Services. 6:45:23 PM Department of Labor and Workforce Development Representative Chenault offered a motion to adopt the House of Representatives version less $1,050,000 of Item 9. There was no objection and the indicated amounts were ADOPTED. This concluded actions on the items subject to conference for the Department of Labor and Workforce Development. 6:45:59 PM Department of Military and Veterans Affairs Representative Chenault offered a motion to adopt the Senate version of Item 4. Representative Joule asked if sufficient funds would be available for this appropriation. Co-Chair Wilken answered in the affirmative. There was no objection and the indicated amounts were ADOPTED. This concluded actions on the items subject to conference for the Department of Military and Veterans Affairs. 6:46:56 PM Department of Natural Resources Representative Chenault offered a motion to adopt the Senate version of Item 7, and the Senate version of State Land Funds and Investment Loss Trust Funds, and the Senate version less $433,700 of general funds for the Department of Natural Resources. There was no objection and the amounts indicated were ADOPTED. This concluded actions on items subject to conference for the Department of Natural Resources. 6:47:53 PM Department of Public Safety Representative Chenault offered a motion to adopt the Senate version of Items 6 through 8 and 10 through 12, and the House of Representatives version of Item 9. Senator Hoffman objected to adoption of Items 6 and 10. Chair Wilken explained that the motion sheet does not show language pertinent to Item 6 that would allow the Department to carry forward the $550,000 FY 06 lapse funds for the Village Public Safety Officers (VPSO) program. With regard to Item 10, the Department is anticipating $5 million in federal funding to be utilized for the Council on Domestic Violence and Sexual Assault program. The funding from these sources should adequately fund the two programs. Senator Hoffman removed his objection. Representative Joule, referring to Item 7 relating to the VPSO program, asked how it would be funded if the $550,000 FY 06 lapsed funds were appropriated to Item 6. Co-Chair Wilken noted that Items 6 and 7 are interrelated and that the lapse funding would apply to both. There was no objection and the amounts indicated were ADOPTED. This concluded actions on items subject to conference for the Department of Public Safety. 6:51:27 PM Department of Transportation and Public Facilities Representative Chenault offered a motion to adopt the Senate version of Items 15, 19, 22, 25, 31 through 34 and 36, and the House of Representatives version of Items 8, 21, 35, 37 and 38. There was no objection and the amounts indicated were ADOPTED. This concluded actions on items subject to conference for the Department of Transportation and Public Facilities. 6:53:34 PM University of Alaska Representative Chenault offered a motion to adopt the Senate version of Items 1 through 3. There was no objection and the amounts indicated were ADOPTED. This concluded actions on items subject to conference for the University of Alaska. 6:54:26 PM Fund Capitalization Representative Chenault offered a motion to adopt the Senate version of Items 1 and 2, and the House of Representatives version of Item 3. This concluded action on items subject to conference relating to Fund Capitalization. 6:54:57 PM Debt Service Representative Chenault offered a motion to adopt the Senate version on Items 1 through 3. This concluded action on items subject to conference in the Language Section. 6:58:36 PM Mental Health Capital Representative Chenault offered a motion to adopt the Senate version of Item 6, and the House of Representatives version of Items 1 through 5 and 7 through 10. There was no objection and the indicated amounts were ADOPTED. This concluded action on items subject to conference relating to Mental Health Capital. 7:00:22 PM Fiscal Notes Representative Chenault offered a motion to adopt the fiscal note appropriations indicated on the spreadsheet titled, "FY 2007 Fiscal Notes", dated 5/7/06 5:18PM. Co-Chair Wilken objected to provide an overview of the appropriations as described on the spreadsheet. 7:01:41 PM Representative Meyer asked the status of HB 13. Co-Chair Wilken informed that the bill had passed the Senate and that reconsideration notice had been given. There was no objection and the indicated amounts were ADOPTED. This concluded action on items subject to conference relating to Fiscal Notes. 7:04:04 PM Representative Chenault offered a motion to report HB 365, as amended, from Committee. There was no objection and CCS HB 365 was MOVED from Committee. Representative Chenault offered a motion to report HB 366, as amended, from Committee.
