MINUTES  CONFERENCE COMMITTEE  HB 365 / HB 366  April 27, 2006  4:06 p.m.    CALL TO ORDER  Chair Gary Wilken convened the meeting at approximately 4:06:02 PM. SUMMARY INFORMATION  HB 365-APPROP: OPERATING BUDGET/LOANS/FUNDS HB 366-APPROP: MENTAL HEALTH BUDGET The Committee reached consensus on items relating to the Department of Education and Early Development, the Department of Environmental Conservation, the Legislature, and the Department of Revenue. The bill was held in Committee. 4:06:23 PM CS FOR HOUSE BILL NO. 365(FIN) am(brf sup maj fld) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations for state aid to public schools, centralized correspondence study, and transportation of pupils; and providing for an effective date." SENATE CS FOR CS FOR HOUSE BILL NO. 365(FIN)(brf sup maj fld S) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations for state aid to public schools, centralized correspondence study, and transportation of pupils; and providing for an effective date." AND CS FOR HOUSE BILL NO. 366(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." SENATE CS FOR CS FOR HOUSE BILL NO. 366(FIN) "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." This was the second meeting of the Conference Committee on HB 365 and HB 366. 4:06:28 PM Co-Chair Wilken announced that limited powers of free conference had been granted by the President of the Senate and the Speaker of the House of Representatives on the items specified in Category 2, Intent Language Differences; Category 3, Substantial Differences and Mental Health Capital Differences. [NOTE: "Motion Sheets" detailing the Budget Request Units (BRU), referred to as "items" in Committee discussion, are on file.] 4:07:13 PM Department of Education and Early Development Representative Chenault offered a motion to adopt the Senate version of Items 1, 5, 6 and 7, and the House of Representatives version of Item 4. There was no objection and the indicated amounts were ADOPTED. No action was taken on Items 2 and 3 at this time. 4:08:55 PM Department of Environmental Conservation Representative Chenault offered a motion to adopt the House of Representatives versions of Items 1 and 2 and the Senate versions of Items 3 and 4. There was no objection and the indicated amounts were ADOPTED. This concluded actions on items subject to conference for the Department of Environmental Conservation. 4:09:48 PM Office of the Governor No action was taken on the items subject to conference for the Office of the Governor at this time. 4:10:04 PM Legislature Items 1-5 Representative Chenault offered a motion to adopt the Senate versions of Items 1 through 5. There was no objection and the Senate amounts were ADOPTED. This concluded the actions on items subject to conference for the Legislature. 4:10:56 PM Department of Revenue Representative Chenault offered a motion to adopt the House of Representatives version of Items 1, 4 and 7, the Senate versions of Items 3, 5 and 8, and the Senate version less $20,000 of Item 2, and the Senate version less $50,000 for Item 6. There was no objection and the indicated amounts were ADOPTED. This concluded the actions on items subject to conference for the Department of Revenue.
