HB 75 and HB 76 were HELD in Committee for further consideration. Intent language was not included in the motion. There being NO OBJECTION, it was so ordered. Senator Green MOVED TO ADOPT the proposed conference committee amounts for the Department of Community and Economic Development (see motion sheets). There being NO OBJECTION, it was so ordered. Senator Green MOVED TO ADOPT the proposed conference committee amounts for the Department of Environmental Conservation (see motion sheets). There being NO OBJECTION, it was so ordered. Intent language was not included in the motion. DAVID TEAL, DIRECTOR, LEGISLATIVE FINANCE DIVISION clarified that the House action relates to items 3 and 4. The difference between these items is $280 thousand, which is the same as between items 7 and 8. These are transfers. Number 9 is a general fund cut of $280 thousand. This amount was transferred from village public safety officers to marine enforcement. There is no real impact in terms of the bottom line. The Senate approach would take interagency receipts from the Department of Fish and Game. The intent is to keep the [Woldstatd and Stimson] vessels operational. There being NO OBJECTION, it was so ordered. Senator Green MOVED TO ADOPT the proposed conference committee amounts for the Legislature (see motion sheets). There being NO OBJECTION, it was so ordered. Chair Harris pointed out that item number 3 under the Department of Administration is not intent language. Senator Green MOVED to ADOPT the House numbers minus $100 for item 3. Senator Hoffman noted that Alaska Public Officers Commission was eliminated in the Senate. He observed that the House numbers would be below the previous year's budget and questioned how the Commission would be able to operate. Chair Harris observed that legislation is pending which would provide the additional funding needed. Senator Green noted that there is also funding in the Lieutenant Governor's budget. Mr. Teal explained that the Governor's budget reduced the item [Alaska Public Officers Commission] by $500 thousand, but $200 thousand was transferred to the Lieutenant Governor's Office to maintain some functions. He explained that because the House and Senate budgets both included the transfer it cannot be included in conference. The money must be moved to APOC administratively. If more money were required it would go into the fiscal note accompanying the legislation pertaining to APOC [SB 119}. There being NO OBJECTION, it was so ordered.
