SENATOR REINBOLD, speaking as sponsor of SB 118, summarized that the bill establishes a 14-member bicameral, bipartisan committee to evaluate federal regulations, statutes, and executive orders to see whether the federal government has exceeded its constitutional boundaries. If the committee finds this is the case, it can nullify in part or whole the offending regulation, statute, or executive order.
