CHAIR PEARCE announced that before the committee was a proposed Senate Rules committee substitute for SB 16-OIL DISCH PREVENTION: NONTANK VESSELS/RR. It incorporates changes made in House committees to the companion bill, HB 55. She asked Pat Carter to explain the changes. SENATOR COWDERY moved to adopt CSSB 16(RLS) as the working document of the committee (Version J). There being no objection, the motion carried. MR. PAT CARTER, legislative aide to Senator Pearce, informed committee members that the House adopted a letter of intent and incorporated it into Section 1 of the bill. The intent was that the recommendations that the task force came up with for the negotiated rule making with the Department of Environmental Conservation (DEC) would be used for the rule making process. The intent of adopting CSSB 16(RLS) is to make SB 16 similar to the House version so that it does not have to come back to the Senate for concurrence. He pointed out none of the task force members objected. SENATOR COWDERY moved to calendar CSSB 16(RLS). There being no objection, the motion carried.
