SJR 14-CONST. AM: PARENTAL CONSENT TO ABORTION   [Contains discussion of SJR 1.] 3:02:03 PM CHAIR COGHILL announced the consideration of SJR 14 and advised that he would take as much public testimony as time allows. He solicited a motion to adopt the draft CS and said he would object for an explanation. 3:02:54 PM SENATOR COSTELLO moved to adopt the work draft CS for SJR 14, version 30-LS1472\D, as the working document. 3:03:01 PM SENATOR WIELECHOWSKI objected. CHAIR COGHILL stated that his staff would explain the changes in the CS and the sponsor could say whether he agrees with it. 3:03:27 PM SENATOR WIELECHOWSKI clarified his objection saying a motion to report SJR 1 from committee was on the table from the meeting on Saturday. CHAIR COGHILL advised that SJR 1 had been discharged from committee under Uniform Rule 48(b). SENATOR WIELECHOWSKI said his reading of the rule was that the bill would not be discharged until the fourth day. CHAIR COGHILL restated that the bill had been discharged. SENATOR WIELECHOWSKI said if SJR 1 was discharged then [HB 214 Bree's law] was discharged which means a finance referral could not be added. CHAIR COGHILL said he'd have his staff check on the disposition of the bills [that were scheduled for the meeting last Saturday]. He asked Senator Wielechowski if he maintained his objection. 3:04:30 PM SENATOR WIELECHOWSKI said yes, he was maintaining his objection. 3:04:37 PM At ease 3:06:59 PM CHAIR COGHILL reconvened the meeting and advised that he needed legal advice on the viability of Senator Wielechowski's motion and the disposition of SJR 1 before moving forward. 3:07:40 PM CHAIR COGHILL recessed the Senate Judiciary Standing Committee meeting to a call of the chair.
