CHAIR  MCGUIRE announced  the consideration  of HB  83. She  noted                                                              
the individuals  available to answer questions. [CSHB  83(JUD) was

SENATOR COGHILL  related that the committee previously  heard from                                                              
Mr.  Jacobus who  said  that the  rule is  onerous  for those  who
