HJR 14-FCC: INCREASE RURAL HEALTH CARE BUDGET  3:21:46 PM CHAIR KITO announced that the first order of business would be HOUSE JOINT RESOLUTION NO. 14, Urging the Federal Communications Commission to increase the Rural Health Care Program budget sufficiently to adjust for inflation, advances in technology and the services available with increased broadband, and the increase in demand for broadband-based services and provide for any unused funds to be carried forward to future funding years, ensuring that rural communities in the state continue to have access to affordable broadband telehealth services. CHAIR KITO advised that the House Labor and Commerce Standing Committee is the only committee of referral for HJR 14, and that legislation requires a fiscal note. 3:22:13 PM REPRESENTATIVE WOOL moved to rescind the committee's action on March 20, 2017, in moving HJR 14 out of the House Labor and Commerce Standing Committee. There being no objection, HJR 14 was back before the House Labor and Commerce Standing Committee. CHAIR KITO advised he will attach the zero-fiscal note to HJR 14. CHAIR KITO, in response to Representative Birch, explained that according to statute, every piece of legislation that moves through a body is required to have a fiscal note whether it is a zero-fiscal note, or not. The fiscal note was not prepared at the time of moving HJR 14 from committee, and he will now attach the zero-fiscal note to the resolution, thereby, meeting the statutory requirement. No other change is being made, he said. 3:23:24 PM REPRESENTATIVE WOOL moved to report HJR 14, Version 30- LS0422\[J] out of committee with individual recommendations and the accompanying zero fiscal note. There being no objection, HJR 14 moved from the House Labor and Commerce Standing Committee.
