HOUSE BILL NO. 244 "An Act relating to cost-of-living adjustments to state employee compensation; and providing for an effective date." Co-Chair Hanley stated that the legislation makes the non- union salary increases subject to legislative approval. He explained that language in the operating budget denying the contracts did not deny increases for non-union members since they are set in statutory schedule. The legislation will add language that will make non-union salary increases subject to funding from the Legislature. Co-Chair Hanley observed that there is no fiscal impact to the legislation. Without the legislation the departments would have to absorb the cost of the increase. Representative Martin MOVED to report HB 244 out of Committee with individual recommendations and with the accompanying fiscal notes.
