CHAIR BERT STEDMAN called the Senate Transportation Standing
Committee meeting to order at 1:31 p.m. Present at the call to
order were Senators Egan, Wilson, and Chair Stedman.
SB 199-DALTON HWY: ACCESS TO PRIVATE PROPERTY

CHAIR STEDMAN announced the consideration of SB 199 relating to
the Dalton Highway access to private property. The bill was
previously heard on April 3, 2018. He asked the sponsor to
remind the public and committee what the bill does.

JOSEPH BYRNES, Staff, Senator Kelly, Alaska State Legislature,
Juneau, Alaska, explained that SB 199 would open the Dalton
Highway corridor to off-road vehicle access to property that has
an historic use as a homestead. This would include properties
such as homestead and headquarter sites that qualify under the
homestead statute.

SENATOR EGAN moved to report SB 199, labeled 30-LS1416\D, from
committee with individual recommendations and attached fiscal
note(s).

Senate Transportation Standing Committee.
