CHAIR SCOTT KAWASAKI called the Senate State Affairs Standing
Committee meeting to order at 3:31 p.m. Present at the call to
order were Senators Merrick, Bjorkman, and Chair Kawasaki.
Senators Wielechowski and Claman arrived thereafter.
SB 151-MISSING/MURDERED INDIGENOUS PEOPLE;REPORT

CHAIR KAWASAKI announced the consideration of SENATE BILL NO.
151 "An Act establishing the Missing and Murdered Indigenous
Persons Review Commission; relating to missing and murdered
indigenous persons; relating to the duties of the Department of
Public Safety; and providing for an effective date."

SB 151, work order 33-LS0052\R, as the working document.

SB 151:

Summary of Changes from U to R
Page 1: Title Change Adds "relating to police officer
training" to the title to reflect the addition of the
cultural training section.
Page 1: line 6, inserts new bill section AS.
18.65.240(a) to incorporate cultural training to the
standards of police officer training under the Alaska
Police Standard Council. This training must be
supervised by an Indigenous coordinator or Indigenous
entity and completed for an individual to be appointed
as a police officer.
Page 2: Line 5 amends AS 44.41.020 by adding a new
subsection requesting the Department of Public safety
to submit names and information relating to missing
persons to the National Missing and Unidentified
Persons System (NamUs) database.
Page 4: Following line 10, a new subsection is added
requesting DPS to collaborate with the MMIP Review
Commission for public outreach purposes.
Page 5 following Line 1, adds Sec.6 The uncodified law
of Alaska Transition Training which adds a person
holding a certificate under AS 18.65.240 on or before
the effective date of section 1 of this act has two
years from the effective of section 1 of this act to
comply with the requirements of AS 18.65.240(a), as
amended by sec. 1 of this act.
The following Sections are changed are renumbering the
bill accordingly.
o Section 1 becomes Sec. 3, police training becomes
new Section 1
o Page 5, line 7: change section 3 to section 5
o Page 5, line 8: change section 2 to section 4
Dates are changed to reflect the current legislative
session.
o Page 3, line 19: change 2026 to 2027
o Page 4, line 28: change 2025 to 2026
o Page 4, line 7: change 2025 to 2026
o Page 4, line 8: change 2026 to 2027
o Page 4, line 9: change 2024 to 2025
