CHAIRMAN RANDY PHILLIPS called the Senate Rules Committee meeting
to order at 10:40 a.m. Present were Senators Halford, Ellis and
Phillips. Chairman Phillips announced that a Senate Rules
Committee meeting is scheduled for Monday, February 25. The
committee first took up SB 242.
SENATOR HALFORD moved to calendar SB 242-CONCEALED HANDGUN
PERMITTEES.
CHAIRMAN PHILLIPS asked if any states do not require fingerprint-
based criminal record checks.
MR. DARRYL THOMAS, staff to Senator Taylor, sponsor of SB 242,
said some states do not.
SENATOR THERRIAULT arrived.
MS. JENNIFER YUHAS, staff to Representative Masek, informed the
committee that three states do not require fingerprinting for
criminal record checks, however they do require extensive
background checks. The National Rifle Association (NRA) has
testified that it is satisfied with the background checks.
CHAIRMAN PHILLIPS took a hand count of those in favor of
calendaring SB 242 and announced that the motion carried, 4 to 0.
SENATOR HALFORD moved to calendar SB 260-HISTORIC/ANTIQUE MOTOR
VEHICLES at the Chair's discretion.
CHAIRMAN PHILLIPS asked for questions or amendments. There being
none, he took a hand count and announced the motion to calendar
SB 260 carried with a 4 to 0 vote.
SENATOR HALFORD moved to calendar SJR 31-TAX EXEMPT BONDS TO FUND
VETERANS LOANS at the Chairman's discretion.
CHAIRMAN PHILLIPS announced that a staff member from Senator
Ward's office was available to answer questions. There being
none, he announced that the motion carried with a 4 to 0 vote.
SENATOR HALFORD moved to calendar SCR 23-ALASKA TARTAN DAY at the
Chairman's discretion.
SENATOR ELLIS asked why a sponsor introduces this resolution
every year.
CHAIRMAN PHILLIPS said he does not believe this subject should be
made a permanent part of the law. He said that former Senator
Parnell originally introduced this resolution. Since Senator
Parnell retired, he was asked because Eagle River hosts the
highland Scottish games every mid-July.
SENATOR ELLIS asked if the requesting group would be satisfied
with a citation honoring their deeds. He pointed out there is an
expense associated with passing resolutions.
CHAIRMAN PHILLIPS responded that the group wanted Alaska Tartan
Day established in statute but he has resisted that. He then
announced with a 4 to 0 vote, SCR 23 would be calendared.
SENATOR HALFORD moved to calendar SCR 27-RECESS OF THE
LEGISLATURE: LATE MARCH at the Chair's discretion.
CHAIRMAN PHILLIPS announced that with a 4 to 0 vote, SCR 27 would
be calendared.
There being no further business to come before the committee,
CHAIRMAN PHILLIPS adjourned the meeting at 10:48 a.m.
