CHAIRMAN RANDY PHILLIPS called the  Senate Rules Committee meeting                                                            
to order at 12:32  p.m. Senators Halford, Ellis  and Phillips were                                                              
present.  The committee took up CSHCR 4(STA) am.                                                                                
                                                                                                                                
SENATOR  HALFORD  moved  to calendar  CSHCR  4(STA)  am  -AFRICAN-                                                          
AMERICAN CITIZEN  RECOGNITION MONTH  at the Chairman's  discretion                                                          
and asked for unanimous consent.                                                                                                
                                                                                                                                
CHAIRMAN PHILLIPS clarified the bill  will be calendared on Monday                                                              
and announced with no objection, the motion carried.                                                                            
                                                                                                                                
SENATOR  ELLIS said  he would  prefer  that future  motions be  to                                                              
place legislation on the calendar.                                                                                              
                                                                                                                                
There being no  further business, CHAIRMAN PHILLIPS  adjourned the                                                              
meeting at 12:33 p.m.
