CS FOR HOUSE BILL NO. 281(FIN) am
"An Act relating to the financing of construction of public school
facilities, facilities for the University of Alaska, and facilities
for ports and harbors; authorizing the commissioner of revenue to
sell the right to receive a portion of the anticipated revenue from
a certain tobacco litigation settlement to the Alaska Housing
Finance Corporation; relating to the deposit of certain anticipated
revenue from a certain tobacco litigation settlement; authorizing
the issuance of bonds by the Alaska Housing Finance Corporation
with proceeds to finance public school construction, facilities for
the University of Alaska, and facilities for ports and harbors;
providing for the creation of subsidiary corporations of the Alaska
Housing Finance Corporation for the purpose of financing or
facilitating the financing of public school construction,
facilities for the University of Alaska, and facilities for ports
and harbors; and providing for an effective date."

of revenue bonds that are issued by the Alaska Housing Finance

Corporation and that are to be repaid either from the revenue
derived from the settlement of State of Alaska v. Philip Morris,
Incorporated, or from revenue of the Alaska Housing Finance
Corporation to the Department of Education and Early Development
for public school facilities, to the University of Alaska for
facilities for the University of Alaska, and to the Department of
Transportation and Public Facilities for facilities for ports and
harbors."

ACTION NARRATIVE

CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 7:02 p.m. All members were present.
SENATOR LEMAN moved to calendar, at the Chairman's discretion, HB
18-APPROP: EARNINGS RESERVE TO PERM FUND with individual
recommendations. There being no objection, the motion carried.
SENATOR LEMAN moved to calendar HB 281-BONDS:PUBLIC
SCHOOLS/UNIV/HARBORS, at the Chairman's discretion, with individual
recommendations. There being no objection, the motion carried.
SENATOR LEMAN moved to calendar, at the Chairman's discretion, HB
287-APPROPRIATIONS: SCHOOLS/UNIV./HARBORS with individual
recommendations.
SENATOR ELLIS objected and asked whether the bond bills reflect the
versions that will be before the Senate on the floor. He expressed
concern that the Senate Finance Committee discussed conceptual
amendments.
CHAIRMAN KELLY answered the final Senate Finance Committee versions
will be available on the Senate floor.
SENATOR ELLIS removed his objection therefore the motion to
calendar HB 287 carried.
HB 238-TAX OBLIGATION LOAN PROGRAM FOR FISHERS
CHAIRMAN KELLY explained that a Senate Rules Committee substitute
is being prepared and that it makes two changes: it contains a two
year sunset provision and it ensures that the 288 people who have
already received loans will not be eligible for another loan. This
bill extends the original program which allows people to get one
loan during a lifetime.
SENATOR LEMAN asked if this program is administered through the
Department of Community and Economic Development.
CHAIRMAN KELLY said as he understands it, this program was
"sunsetted out" and this bill revives it for two years. It allows
people one loan limited to $30,000.
SENATOR PEARCE suggested waiting for the Senate Rules Committee
substitute to arrive before calendaring the bill.
SENATOR LEMAN noted the bill will satifsy federal tax obligations.
CHAIRMAN KELLY announced HB 238 would be heard again the following
morning.
There being no further business to come before the committee,
CHAIRMAN KELLY adjourned the meeting.
