ACTION NARRATIVE

CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 12:07 p.m. Senators Leman, Miller, Ellis and Chairman Kelly
were present.
SENATOR LEMAN moved to calendar SJR 21-AMCHITKA ISL NUCLEAR TEST
SITE WORKERS. There being no objection, the motion carried.
SENATOR LEMAN moved to calendar HB 27-GRADUATE STUDENT LOANS.
SENATOR ELLIS objected and asked what impact HB 27 will have on the
WICHE program. CHAIRMAN KELLY said his understanding is that the
bill will have a positive impact on the WICHE program.
SENATOR ELLIS questioned whether Senator Donley succeeded in his
effort to impact the WICHE and WAMI programs in this bill. SENATOR
LEMAN explained the bill essentially gives the Alaska students who
want to go to dental training, for example, the opportunity to
attend out-of-state schools but pay in-state tuition.
CHAIRMAN KELLY stated it is his understanding that Senator Donley
will not offer any amendments to this bill.
SENATOR ELLIS removed his objection. CHAIRMAN KELLY noted with no
objection, HB 27 would be calendared.
SENATOR LEMAN moved to calendar HB 123-MINIMUM WAGE & OVERTIME
EXEMPTIONS. There being no objection, the motion carried.
SENATOR LEMAN moved to calendar SB 141-PROCUREMENT:
CONTRACTS/SUBCONTRACTS. There being no objection, the motion
carried.
SENATOR LEMAN moved to calendar SB 148-AIRPORT LANDING FEES.
SENATOR ELLIS objected.
CHAIRMAN KELLY asked what recommendations the Senate Finance
Committee members gave on SB 148. SENATOR MILLER replied one "do
pass," six "no recommendations," and one "do not pass."
The motion to calendar SB 148 carried with Senators Leman, Miller,
and Chair Kelly voting "yea," and Senator Ellis voting "nay."
There being no further business to come before the committee,
CHAIRMAN KELLY adjourned the meeting at 12:12 p.m.
