CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 11:33 a.m., and noted the presence of Senators Leman, Torgerson,
Duncan, Taylor and Kelly.
SENATOR LEMAN moved and asked unanimous consent SB 312 -
FOOD/SEAFOOD/ORGANIC FOOD be approved for calendaring at the
discretion of the Chair. Hearing no objection, it was so ordered.
SENATOR LEMAN moved and asked unanimous consent SB 350 - ABOLISH
TOURISM MARKETING COUNCIL be approved for calendaring at the
discretion of the Chair. Hearing no objection, it was so ordered.
SENATOR LEMAN moved and asked unanimous consent SB 352 - AIRPORT
REVENUE BONDS be approved for calendaring at the discretion of the
Chair. Hearing no objection, it was so ordered.
SENATOR LEMAN moved and asked unanimous consent CSHCR 34(L&C) am -

SENATOR LEMAN moved and asked unanimous consent HB 11 - DRIVERS
LICENSE REQUIREMENTS FOR MINORS be approved for calendaring at the
discretion of the Chair. SENATOR DUNCAN objected.
CHAIRMAN KELLY asked Juanita Hensley of the Division of Motor
Vehicles to explain what the legislation does.
JUANITA HENSLEY, Division of Motor Vehicles, Department of
Administration, explained HB 11 is one step closer to getting a
graduated licensing system.
Ms. Hensley noted the legislation was amended in Senate Judiciary
and again in Senate Finance. Changes made from the original bill
were: the curfew hours provision was deleted; the age of an
accompanying driver was changed from 22 years of age to 21 years of
age; and deletion of the lower point system for those individuals
who are in a provisional license or a graduated licensing phase to
where they now have the same point value as an adult driver. The
bill basically mandates that an individual have an instruction
permit. She noted Alaska doesn't have instruction permits, nor is
there driver education in the schools.
There being no further testimony on HB 11, CHAIRMAN KELLY stated a
roll call vote would be taken on Senator Leman's calendaring
motion. The roll was taken with the following result: Senators
Leman and Kelly voted "Yea" and Senators Torgerson, Taylor and
Duncan voted "Nay." CHAIRMAN KELLY stated the calendaring motion
failed.
SENATOR LEMAN moved and asked unanimous consent HB 197 - PUBLIC
LIBRARIES be approved for calendaring at the discretion of the
Chair. Hearing no objection, it was so ordered.
SENATOR LEMAN moved and asked unanimous consent CSHB 361(TRA) am -
PRIVATE MAINTENANCE OF STATE HIGHWAY be approved for calendaring at
the discretion of the Chair. Hearing no objection, it was so
ordered.
SENATOR LEMAN moved and asked unanimous consent CSHB 471(CRA) -
REINSTATEMENT OF NATIVE CORPORATIONS be approved for calendaring at
the discretion of the Chair. Hearing no objection, it was so
ordered.
SENATOR LEMAN moved and asked unanimous consent SCR 29 - SUSPEND UN
