ACTION NARRATIVE

CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 12:22 p.m., and noted the presence of Senators Leman, Torgerson,
Duncan and Kelly.
CHAIRMAN KELLY brought SB 259 - METROPOLITAN PLANNING AUTHORITY
before the committee.
SENATOR DAVE DONLEY, prime sponsor of SB 259, explained the
existing representation on the Anchorage Metropolitan Area
Transportation Study group (AMATS) is only established by agreement
between the mayor and the governor, and SB 259 puts into statute
the membership makeup of the organization.
SENATOR LEMAN asked if this legislation would have an impact on
Fairbanks. SENATOR DONLEY responded that it would not because it
only impacts communities with a population of over 200,000, which
is the population threshold for a community for which additional
planning is required to take place.
SENATOR LEMAN moved and asked unanimous consent SB 259 be approved
for calendaring at the discretion of the Chair. Hearing no
objection, it was so ordered.
CHAIRMAN KELLY brought SB 204 - STATE LAND FOR MUNICIP. SPORT
FACILITIES before the committee and asked for the pleasure of the
committee.
SENATOR LEMAN moved and asked unanimous consent SB 204 be approved
for calendaring at the discretion of the Chair. Hearing no
objection, it was so ordered.
CHAIRMAN KELLY brought CSSSHJR 49(RES) - NAT'L FOREST ROAD-BUILDING
MORATORIUM before the committee and asked for the pleasure of the
committee.
SENATOR LEMAN moved and asked unanimous consent CSSSHJR 49(RES) be
approved for calendaring at the discretion of the Chair. Hearing
no objection, it was so ordered.
