CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 10:47 a.m., and noted the presence of Senators Taylor, Torgerson
and Kelly.
CHAIRMAN KELLY brought SB 124 (CHARITABLE GAMING SALMON AND RACE
CLASSIC) before the committee and asked for the pleasure of the
committee.
SENATOR TORGERSON moved SB 124 be approved for calendaring at the
discretion of the Chair. Hearing no objection, it was so ordered.
CHAIRMAN KELLY brought SB 143 (EDUCATION BENEFITS FOR MILITARY
PERSONNEL) before the committee as the next order of business and
directed attention to a proposed Rules CS for the committee's
consideration.
TIM BENINTENDI , staff to the Senate Rules Committee, explained the
legislation gives more flexibility to the adjutant general to
disburse departmental funds for education support. It does not add
to appropriations or address any other funding issues.
The Rules CS deletes the sentence on page 1, beginning on line 12,
which makes reference to eligibility for benefits on the part of
female guard members. The sentence is being deleted because the
language is from 1976 and it doesn't conform with changes that have
been made in the Selective Service law since then, and removing the
reference basically neutralizes the language and makes all of the
state's guard members eligible under the same criteria.
SENATOR TORGERSON moved the adoption of CSSB 143(RLS). Hearing no
objection, it was so ordered.

ordered.
There being no further business to come before the committee,
CHAIRMAN KELLY adjourned the meeting at 10:50 a.m.
