"An Act relating to a requirement that a parent, guardian, or
custodian consent before certain minors receive an abortion;
establishing a judicial bypass procedure by which a minor may
petition a court for authorization to consent to an abortion
without consent of a parent, guardian, or custodian; amending the
definition of 'abortion'; and amending Rules 40 and 79, Alaska
Rules of Civil Procedure; Rules 204, 210, 212, 213, 508, and 512.5,
Alaska Rules of Appellate Procedure; and Rule 9, Alaska
Administrative Rules."

"An Act relating to environmental audits and health and safety
audits to determine compliance with certain laws, permits, and
regulations."
SENATE JOINT RESOLUTION NO. 23
Urging the United States Congress to amend the Social Security Act
so that the higher cost of living in Alaska is reflected when the
per capita income of the state is used as a factor in determining
the federal share of Medicaid costs.

CHAIRMAN KELLY called the Senate Rules Committee meeting to order
at 10:52 a.m. All members of the committee were present.
CHAIRMAN KELLY brought SB 24 (PARENTAL CONSENT BEFORE MINOR'S
ABORTION) before the committee as the first order of business.
Hearing no discussion, he asked for the pleasure of the committee.
SENATOR TAYLOR moved and asked unanimous consent SB 24 be approved
for calendaring at the discretion of the Chair. SENATOR DUNCAN
objected. The roll was taken with the following result: Senators
Taylor, Leman, Torgerson and Kelly voted "Yea" and Senator Duncan
voted "Nay". CHAIRMAN KELLY stated the calendaring motion carried.
CHAIRMAN KELLY brought SB 41 (ENVIRONMENTAL AUDITS) before the
committee. Hearing no discussion, he asked for the pleasure of the
committee.
SENATOR LEMAN moved and asked unanimous consent SB 41 be approved
for calendaring at the discretion of the Chair. SENATOR DUNCAN
objected. The roll was taken with the following result: Senators
Torgerson, Leman, Taylor and Kelly voted "Yea" and Senator Duncan
voted "Nay". CHAIRMAN KELLY stated the calendaring motion carried.
CHAIRMAN KELLY brought SJR 23 (REFLECT AK. COLA IN FED MEDICAID
SHARE) before the committee. Hearing no discussion, he asked for
the pleasure of the committee.
SENATOR LEMAN moved and asked unanimous consent SJR 23 be approved
for calendaring at the discretion of the Chair. Hearing no
objection, it was so ordered.
There being no further business to come before the committee,
CHAIRMAN KELLY adjourned the meeting at 10:54 a.m.
