CHAIRMAN RICK HALFORD called the Senate Rules Committee meeting to
order at 1:08 p.m.
SENATOR RIEGER moved and asked unanimous consent that SB 332
(POSSESION OF 25 LIVE MARIJUANA PLANTS) be approved for calendaring
at the Chair's discretion. Hearing no objection, it was so
ordered.
SENATOR RIEGER moved and asked unanimous consent that SB 349 (GRAND ND
JURY EVIDENCE BY POLICE OFFICERS) be approved for calendaring at
the Chair's discretion. Hearing no objection, it was so ordered.
SENATOR RIEGER moved and asked unanimous consent that SB 351
(CHARACTER EVIDENCE IN CRIMINAL TRIALS) be approved for calendaring
at the Chair's discretion. Hearing no objection, it was so
ordered.
SENATOR RIEGER moved and asked unanimous consent that SB 353

CHAIRMAN HALFORD opened the public hearing on SB 248 (ASSIST &
PROTECT VULNERABLE ADULTS). He noted there was a requested
proposed committee substitute.
SENATOR RIEGER moved the adoption of CSSB 248(RLS).
SENATOR LITTLE suggested on page 12, line 2 of the committee
substitute changing the word "or" to "and."
CHAIRMAN HALFORD stated SB 248 and the motion to adopt the
committee substitute would be held over for more information on the
committee substitute.
CHAIRMAN HALFORD opened the public hearing on CSHB 306(RES)
(MUNICIPAL TAX CREDIT/HABITAT PROTECTION).
SENATOR LITTLE explained the legislation was the same as SB 240
which was sponsored in the Senate by Senator Pearce. It will allow
the Kenai Peninsula Borough to establish an ordinance which would
allow for municipal tax credits for habitat protection projects
along the Kenai River. Although it will not do any real good for
the Kenai River, it is going to give some benefit to people who
construct along the river, she said.
CHAIRMAN HALFORD asked how long these credits would be in effect.
SENATOR LITTLE answered it would be up to the Kenai Borough in
their enabling ordinance to decide what they want to do. She added
that she has strong concerns with the legislation because it goes
in the opposite direction of where we should be going.
There being no witnesses present to testify on HB 306, CHAIRMAN
HALFORD asked for the pleasure of the committee.
SENATOR RIEGER moved and asked unanimous consent that CSHB 306(RES)
be passed out of committee with individual recommendations.
Hearing no objection, it was so ordered.
