Proposing an amendment to the Constitution of the State of Alaska
to guarantee, in addition to the right of the people to keep and
bear arms as approved by the voters at the time of ratification of
the state Constitution, that the individual right to keep and bear
arms shall not be denied or infringed by the state or a political
subdivision of the state.

CHAIRMAN RICK HALFORD called the Senate Rules Committee meeting to
order at 1:35 p.m. He stated that all of the items on the
committee calendar have had hearings and were before the committee
for calendaring motions.

SENATOR ZHAROFF moved and asked unanimous consent that SJR 39
(RIGHT TO KEEP AND BEAR ARMS) be approved for calendaring at the
Chair's discretion. Hearing no objection, it was so ordered.
The next order of business was SB 329 (GRANT PROGRAM FOR VETERANS' '
SERVICES).
SENATOR LITTLE referred to page 1, lines 9 and 10, and asked what
type of "claims" this referred to. LARRY STEVENS, staff to Senator
Jacko clarified that it is referring to administrative claims and
not legal claims. He added that the language is the same as it
appears in regulations, although the regulations are somewhat more
extensive.
SENATOR JACKO moved and asked unanimous consent that SB 329 be
approved for calendaring at the Chair's discretion. Hearing no
objection, it was so ordered.
SENATOR RIEGER moved and asked unanimous consent that SB 322
(DELAYS OF OIL AND GAS LEASE SALES) be approved for calendaring at
the Chair's discretion. Hearing no objection, it was so ordered.
SENATOR JACKO moved and asked unanimous consent that SB 242 (HOURS S
FOR STATE OFFICES) be approved for calendaring at the Chair's
discretion. Hearing no objection, it was so ordered.
SENATOR LITTLE moved and asked unanimous consent that SB 240
(MUNICIPAL TAX CREDIT/HABITAT PROTECTION) be approved for
calendaring at the Chair's discretion. Hearing no objection, it
was so ordered.
There being no further business to come before the committee, the
