HOUSE JOINT RESOLUTION NO. 24 am
Relating to the shortage of adequate housing for military
personnel and their dependents, directing the Alaska Housing
Finance Corporation and certain municipalities to develop a
joint program for improving the inventory of housing for
those personnel, and urging the governor, the commissioner
of natural resources and local officials to identify public
land that might be made available for that housing.

Number 001
The Senate Rules Committee was called to order by Chairman
Jacko at 11:40 a.m. He introduced HJR 24 am (MILITARY
HOUSING SHORTAGE) as the only order of business. The
legislation had been passed out of the Senate State Affairs
Committee with a committee substitute attached.
SENATOR RIEGER offered the following amendment #1 to SCS
CSHJR 24 (STATE AFFAIRS):
AMENDMENT #1
Page 1, line 1 in the title delete: "the shortage of"
Page 2, line 7: After "WHEREAS" insert: "it is good
public policy and it is important to the economy of Alaska
to ensure that"
Page 2, line 7: Delete "a shortage of"
Page 2, lines 11 and 12: Delete all material
Page 2, line 19: Delete the first "the" and insert "any"
Senator Rieger said the purpose of the amendment is so that
the resolution speaks more specifically to the support of
Alaska for the provision of housing in proximity to the
military bases.
Number 050
SENATOR ZHAROFF referred to the phrase "good public policy"
and asked if it meant that if the military doesn't provide
the housing, then the state, since it views it as good
public policy, will work to provide the housing. SENATOR
RIEGER acknowledged that was correct. SENATOR LITTLE stated
she would be more comfortable with deleting the public
policy portion, and that the resolution makes the point
without placing that in the amendment. SENATOR RIEGER
stated he had no objection to deleting the phrase. SENATOR
JACKO stated the phrase "good public policy" would be
deleted from the amendment.
There being no further discussion on the amendment, SENATOR
JACKO stated the amendment, as amended, was adopted.
SENATOR RIEGER pointed out that when the amendment is
offered on the floor, the title of the resolution should
also delete the reference to "the shortage."
Number 120
SENATOR HALFORD moved and asked unanimous consent that HJR
24 am, with the attached Rules Committee amendment, be
approved for calendaring at the Chair's discretion. Hearing
no objection, it was so ordered.
As the final order of business SENATOR ZHAROFF moved that
the Senate Rules Committee delegate to its chairman the
authority to assign space for use by the Senate during the
18th State Legislature. Hearing no objection, the motion
carried.
There being no further business to come before the
committee, the meeting was adjourned at 11:47 a.m.
