 CHAIRMAN RICK HALFORD called the Senate Rules Committee meeting to            
 order at 11:43 a.m.                                                           
 SENATOR JACKO moved and asked unanimous consent that  HB 280                  
 (UNIFORM CUSTODIAL TRUST ACT) be approved for calendaring at the              
 Chair's discretion.  Hearing no objection, it was so ordered.                 
 SENATOR JACKO moved and asked unanimous consent that  CSHB 415(JUD)           
 (1994 REVISOR'S BILL) be approved for calendaring at the Chair's              
 discretion.  Hearing no objection, it was so ordered.                         
 SENATOR JACKO moved and asked unanimous consent that  SB 220  (ADD            
 "CAT" TO SCHEDULE IIA DRUG LIST) be approved for calendaring at the           
 Chair's discretion.  Hearing no objection, it was so ordered.                 
 SENATOR JACKO moved and asked unanimous consent that  SB 303                  
 (UNIFORM VOTER REGISTRATION SYSTEM) be approved for calendaring at            
 the Chair's discretion.  Hearing no objection, it was so ordered.             
 CHAIRMAN HALFORD brought  SB 286  (CONDITIONS OF PAROLE; EXTEND BD OF    OF   
 PAROLE) before the committee, noting that there was a proposed                
 Rules CS.                                                                     
                                                                               
 CHAIRMAN HALFORD explained that the Judiciary CS takes  provisions            
 on conditions of parole that were in regulation and puts them into            
 the statute.  However, the Department of Law has pointed out a                
 problem in one area, which is the provision that is in paragraph              
 (7) on page 3, "a defensive weapon, a deadly weapon...."  This                
 included a pocket knife, or residing in a place where there was a             
 firearm, or any knives longer than three inches.  That's an area              
 that's in the discretionary provisions by regulation, versus in the           
 mandatory provisions.  The Department of Law feels that by putting            
 it in the mandatory provisions, as was done in the Judiciary CS, it           
 makes it difficult for people such as a commercial fisherman who              
 might live in a home where someone else has a firearm, etc.  The              
 Rules CS takes the provision and makes it a descretionary condition           
 of parole, and it is the only change made to the Judiciary CS.                
                                                                               
 SENATOR RIEGER moved that CSSB 286(RLS) be adopted.  Hearing no               
 objection, it was so ordered.                                                 
                                                                               
                                                                               
 SENATOR RIEGER moved that CSSB 286(RLS) be passed out of committee            
 with individual recommendations and that it be approved for                   
 calendaring at the Chair's discretion.  Hearing no objection, it              
 was so ordered.                                                               
 There being no further business to come before the committee, the
