Number 001
SENATOR MILLER called the Resources Committee meeting to
order at 3:50 p.m. and announced SB 43 (GRANTS TO TRANSPLANT
ELK) to be up for consideration. He said the proposed
committee substitute deleted "public" on page 1, line 10 and
had an immediate effective date.

SENATOR PEARCE moved to adopt the committee substitute to SB
43. There were no objections and it was so ordered.
SENATOR PEARCE moved on page 2, lines 1 and 2 to delete
"adopt regulations" and insert "develop criteria" and asked
for unanimous consent.
SENATOR ZHAROFF objected for a point of clarification. He
said developing criteria as opposed to regulations would
leave out the public hearing process. There was some
discussion on this issue.
SENATOR PEARCE said they could add conceptual language that
would include public hearings.
SENATOR ZHAROFF said he was concerned the regulations or
criteria would be consistent with the various coastal plans.

SENATOR MILLER reiterated the amendment before them - to
delete "adopt regulations" and insert "develop criteria" and
then to add language to include a public hearing process.
There were no objections and it was so ordered.

SENATOR FRANK moved to pass CSSB 43 (Resources) from
committee with individual recommendations. There were no
objections and it was so ordered.
SENATOR MILLER adjourned the meeting at 4:00 p.m.
