ACTION NARRATIVE 1:38:09 PM CHAIR MATT CLAMAN called the Senate Judiciary Standing Committee meeting to order at 1:38 p.m. Present at the call to order were Senators Tobin, Giessel, and Chair Claman. ^EO 133 ELIMINATING THE CRIMINAL JUSTICE INFORMATION ADVISORY BOARD EO 133 ELIMINATING THE CRIMINAL JUSTICE INFORMATION ADVISORY BOARD 1:38:46 PM CHAIR CLAMAN announced the consideration of EO 133, Eliminating the Criminal Justice Information Advisory Board (CJIAB). This executive order was heard on January 31 and February 7 and public testimony was taken up. The intent is to solicit the will of the committee and move EO 133 out of committee. CHAIR CLAMAN noted, for the record, that he will not recommend "disapprove" on EO 133. He said that CJIAB has not met since September 2018, had only one meeting in 2017, and three meetings in 2003. He expressed his perspective that CJIAB does not need to stay in place due to a lack of consistency and frequency of meetings. For that reason, the committee will not take action on SSCR 10, a resolution to reject EO 133. CHAIR CLAMAN solicited a motion. 1:40:07 PM SENATOR GIESSEL moved that the Senate Judiciary Committee consideration of EO 133, related to eliminating the Criminal Justice Information Advisory Board, be reported from the committee with individual recommendations. 1:40:22 PM CHAIR CLAMAN found no objection and EO 133 was reported from the Senate Judiciary Standing Committee. ^EO 135 ELIMINATING THE ALASKA SAFETY ADVISORY COUNCIL EO 135 ELIMINATING THE ALASKA SAFETY ADVISORY COUNCIL 1:40:35 PM CHAIR CLAMAN announced the consideration of EO 135 Eliminating the Alaska Safety Advisory Council (ASAC). This executive order was heard on January 31 and February 7 and public testimony was taken up. The intent is to solicit the will of the committee and move EO 135 out of committee. CHAIR CLAMAN noted that the administration testified that EO 135 would involve creating two new positions and that the fiscal note would cost the state over $250,000. The executive order makes changes consistent with the statutory elimination of ASAC and transfers the council's duties to the proposed two new positions in the Department of Labor and Workforce Development (DOLWD). CHAIR CLAMAN expressed his view that the legislature was thoughtful in creating this council and who was seated on it, so there would be public input. He noted that ASAC is largely a volunteer council. He said it is for these reasons that he will not support EO 135 and will take up a resolution disapproving it. 1:42:06 PM CHAIR CLAMAN solicited the will of the committee. 1:42:09 PM SENATOR GIESSEL moved that the Senate Judiciary Committee consideration of EO 135, related to eliminating the Alaska Safety Advisory Council, be reported from the committee with individual recommendations. CHAIR CLAMAN found no objection and EO 135 was reported from the Senate Judiciary Standing Committee. 1:42:50 PM At ease. 1:43:07 PM SENATOR CLAMAN reconvened the meeting and reiterated that EO 135 moved from committee. SSCR12-DISAPPROVE EO 135 1:43:28 PM CHAIR CLAMAN announced the consideration of SENATE SPECIAL CONCURRENT RESOLUTION NO. 12 Disapproving Executive Order No. 135, Eliminating the Alaska Safety Advisory Council. CHAIR CLAMAN invited questions or comments from the committee. He reiterated that he does not support EO 135. CHAIR CLAMAN solicited a motion. 1:43:53 PM SENATOR GIESSEL moved to report SSCR 12, work order 33-LS1342\A, Disapproving Executive Order 135, from committee with individual recommendations. 1:44:15 PM CHAIR CLAMAN found no objection and SSCR 12 was reported from the Senate Judiciary Standing Committee. CHAIR CLAMAN noted that, for the record, this does not reflect an intent by any of the members of this committee to vote for or against SSCR 12, Disapproving Executive Order 135, in joint session. 1:44:54 PM There being no further business to come before the committee, Chair Claman adjourned the Senate Judiciary Standing Committee meeting at 1:44 p.m.
