State Medical Board.

CHAIR BERT STEDMAN called the Senate Health and Social Services
Standing Committee meeting to order at 11:11 a.m. Present at the
call to order were Senators Kelly, Vice Chair Micciche, and
Chair Stedman.
SB 87-NEWBORN SCREENING FOR HEART DEFECTS
11:12:22 AM
CHAIR STEDMAN announced that the first order of business before
the committee would be SB 87. He noted that SB 87 was previously
heard.
SENATOR MICCICHE moved to adopt the work draft for SB 87,
labeled 28-LS0678\Y.
CHAIR STEDMAN objected for discussion purposes.
SENATOR MICCICHE explained that version Y requires the pulse
oximetry screening, not only for newborns born at birthing
facilities, but also for all attended births. The delayed
effective date of 2016 will apply to providers attending fewer
than 20 births per year. The zero fiscal note represents the
fact that the Department of Health and Social Services has
agreed that they have the facilities needed to account for the
reporting system - the number of screenings and the results -
within the existing structure with no additional costs.

CHAIR STEDMAN asked if anyone has concerns about the bill.
SENATOR MICCICHE replied that there have been no objections to
the bill. There may have been objections if burdensome reporting
was required, which it isn't. The value in the bill is to ensure
that newborns are tested for heart defects.
CHAIR STEDMAN removed his objection. There being no objection,
version Y was adopted.
CHAIR STEDMAN identified a new zero fiscal note from the
Department of Health and Social Services and noted that public
testimony is closed.

SENATOR KELLY moved to report CSSB 87(HSS) from committee with
individual recommendations and attached zero fiscal note. There
being no objection, the motion carried.

CONFIRMATION HEARING: GOVERNOR'S APPOINTMENT

CHAIR STEDMAN announced that the final order of business would
be a confirmation hearing.
GRANT T. RODERER, M.D., Advanced Pain Centers of Alaska, shared
his work and consulting background. He noted there were a
significant number of public safety issues that come before the
State Medical Board and pertain to prescription opioids. He
stated that he would like to assist the Board in carrying out
its laws and regulations regarding medical practice in Alaska,
including licensing decisions and disciplinary actions.

CHAIR STEDMAN thanked Dr. Roderer for taking the time to
testify. He said the committee will forward Dr. Roderer's name
for full review before the entire legislature.

There being no further business to come before the Senate Health
& Social Services Committee, Chair Stedman adjourned the meeting
at 11:17 a.m.
