CALL TO ORDER
Chair Hoffman called the Conference Committee meeting on
HB285 and HB286 to order at 11:09 a.m.

David Teal, Director, Legislative Finance Division; fiscal
analysts with the Office of Management and Budget and
Legislative Finance Division; and aides to committee
members and other members of the Legislature.
SUMMARY

Vice-Chair Seaton MOVED that SENATOR HOFFMAN serve as
presiding Chair of the FY19 operating budget Conference
Committee on HB 286 and HB 285. There being NO OBJECTION,
it was so ordered.
Chair Hoffman MOVED that REPRESENTATIVE SEATON serve as
Vice-Chair of the FY19 operating budget Conference
Committee on HB 286 and HB 285.
Chair Hoffman stated the following:
Both the House and Senate budget processes allowed for
public testimony. That portion of the process is now
concluded; the Conference Committee will not be
accepting public testimony.
Unless invited by the Chair, only members of the
Conference Committee may take part in discussion or
sit at the table.
Legislative Finance has been directed to prepare the
Motion Sheets we will be using at the table. These
sheets will summarize the differences between the two
versions of the bills that are the business of this
Conference Committee. When completed, the Motion
Sheets will be posted on the Legislative Finance
Division website and will be updated after each
meeting.
The Conference Committee will operate under Uniform
Rule 42. Adopting any motion or taking any action
requires a majority vote from each body. A copy of
Uniform Rule 42 and related legal opinions are in each
member's packet.
Vice-Chair Seaton MOVED that all appropriations and
language that are identical in both the House and Senate
versions of HB 286 and HB 285 be adopted.
There being NO OBJECTION, it was so ordered.
Chair Hoffman would entertain a motion to request "limited
powers" for budget items for which differences exist. I
have distributed a letter for this purpose dated April 14,
2018, addressed to the Speaker of the House and the Senate
President. Under limited powers, the Conference Committee
can adopt any amount between zero and the higher of the
House or Senate version of each item subject to conference.
Vice-Chair Seaton MOVED that the committee adopt the letter
requesting limited powers of conference for budget items
that are not identical.
There being NO OBJECTION, it was so ordered.
