SENATE FINANCE COMMITTEE April 29, 2025 9:02 a.m. 9:02:19 AM CALL TO ORDER Co-Chair Hoffman called the Senate Finance Committee meeting to order at 9:02 a.m. MEMBERS PRESENT Senator Lyman Hoffman, Co-Chair Senator Bert Stedman, Co-Chair Senator Mike Cronk Senator James Kaufman Senator Jesse Kiehl Senator Kelly Merrick MEMBERS ABSENT Senator Donny Olson, Co-Chair ALSO PRESENT Senator Jesse Bjorkman, Sponsor. SUMMARY SB 63 LOCAL BOUNDARY COMMISSION SB 63 was REPORTED out of committee with five "do pass" recommendation, one "no recommendation", and with one new zero fiscal note from the Department of Commerce, Community and Economic Development. SB 133 INSURANCE; PRIOR AUTHORIZATIONS SB 133 was REPORTED out of committee with four "do pass" recommendations, two "no recommendations", and with one previously published zero fiscal note: FN 1(CED). SB 137 EXTEND BOARDS: MIDWIVES, NURSING, PAROLE CSSB 137(FIN) was REPORTED out of committee with five "do pass" recommendations, one "no recommendation", one new fiscal note from the Department of Commerce, Community and Economic Development, and one previously published fiscal note: FN 2(COR). SENATE BILL NO. 63 "An Act relating to the Local Boundary Commission; and providing for an effective date." 9:03:35 AM SENATOR MIKE CRONK, SPONSOR, gave an overview of the bill. He stated that the bill had passed the year prior, but did not make it to the final vote. He remarked that the bill created an additional seat on the commission to ensure that one of the six commissioners came from an unorganized borough. He also stated that it would change the statute to have the chair be elected amongst its members. Co-Chair Stedman MOVED to REPORT SB 63 out of committee with individual recommendations and attached fiscal note. There being NO OBJECTION, it was so ordered. SB 63 was REPORTED out of committee with five "do pass" recommendation, one "no recommendation", and with one new zero fiscal note from the Department of Commerce, Community and Economic Development. 9:04:49 AM AT EASE 9:06:09 AM RECONVENED SENATE BILL NO. 133 "An Act relating to prior authorization requests for medical care covered by a health care insurer; relating to a prior authorization application programming interface; relating to step therapy; and providing for an effective date." 9:06:46 AM SENATOR JESSE BJORKMAN, SPONSOR, reintroduced the legislation. The bill addressed prior authorization for the process of medical care that was covered by a health insurer. The bill was a result of a way to rationalize a system by which health insurance approved patient care. The goal was to establish clear timelines, in order to reduce the amount of time. Co-Chair Stedman MOVED to REPORT SB 133 out of committee with individual recommendations and attached fiscal note. There being NO OBJECTION, it was so ordered. SB 133 was REPORTED out of committee with four "do pass" recommendations, two "no recommendations", and with one previously published zero fiscal note: FN 1(CED). 9:08:46 AM AT EASE 9:10:06 AM RECONVENED SENATE BILL NO. 137 "An Act extending the termination date of the Board of Certified Direct-Entry Midwives; extending the termination date of the Board of Nursing; extending the termination date of the Board of Parole; and providing for an effective date." 9:10:47 AM SENATOR JESSE BJORKMAN, SPONSOR, stated that the bill extended the boards outlined in the bill title, and followed the recommendations from the state auditors. Co-Chair Stedman MOVED to REPORT SB 137 out of committee with individual recommendations and attached fiscal notes. There being NO OBJECTION, it was so ordered.
