SENATE FINANCE COMMITTEE April 24, 2025 1:34 p.m. 1:34:05 PM CALL TO ORDER Co-Chair Hoffman called the Senate Finance Committee meeting to order at 1:34 p.m. MEMBERS PRESENT Senator Lyman Hoffman, Co-Chair Senator Donny Olson, Co-Chair Senator Bert Stedman, Co-Chair Senator Mike Cronk Senator James Kaufman Senator Jesse Kiehl Senator Kelly Merrick MEMBERS ABSENT None ALSO PRESENT Liz Harpold, Staff, Senator Donny Olson SUMMARY CSHB 57(EDC)am COMMUNICATION DEVICES IN PUBLIC SCHOOLS SCS CSHB 57(FIN) was REPORTED out of committee with three "do pass" recommendations, two "no recommendations", two "amend" recommendations; and two new zero fiscal notes from the Department of Education and Early Development, two new fiscal impact notes from the Department of Education and Early Development, one new fiscal impact note from the Department of Labor and Workforce Development, one new fiscal impact note from the Legislature, and one previously published zero fiscal note: FN 1(EED). CS FOR HOUSE BILL NO. 57(EDC) am "An Act relating to wireless telecommunications devices in public schools; and providing for an effective date." 1:34:40 PM Co-Chair Stedman MOVED to ADOPT the committee substitute for CSHB 57(EDC)am, Work Draft 34-LS0064\O (Bergerud, 4/24/25). Co-Chair Hoffman OBJECTED for discussion. 1:35:14 PM LIZ HARPOLD, STAFF, SENATOR DONNY OLSON, explained the committee substitute. She discussed the Explanation of Changes (copy on file): Title: Adds references to education reports; charter schools; relating to the duties of the Department of Labor and Workforce Development; and establishing the Task Force on Education Funding. Section 1: New section. Amends 14.03.120 to add a new subsection (k) directing the Department of Education to collaborate with the Department of Labor and Workforce Development to gather data progress of each high school graduating class in a district. Section 2: New section. Amends 14.03.250(a) to allow a charter school application to be submitted at any time during a school year for the following school year and that the local school board shall announce the deadline for submission. Section 3: New section. Amends 14.03.255 to add a new subsection (e) authorizing school districts to create simplified procedures for the renewal of charter schools. Sections 4 6: Previous sections 1-3, renumbered. Section 7: New section. Amends 44.31.020 to add a new subsection (8) updating the duties of the Department of Labor and Workforce Development to include tracking progress of high school graduates. Section 8: New section. Adds section to uncodified law establishing the legislative Task Force on Education Funding. Section 9: New Section. Applicability of section 3. Section 10: Previous section 4, renumbered. Senator Kaufman wondered whether there was work to reconcile the bill with potential objections from the governor. Co-Chair Hoffman shared that there was discussion with the other body, but did not believe that there had been a dialog regarding a potential veto. Senator Kaufman remarked that the job was done until the bill avoided the potential line item veto or no overturning of the potential veto by the legislature. 1:37:48 PM Co-Chair Hoffman WITHDREW his OBJECTION. There being NO OBJECTION, it was so ordered. Co-Chair Stedman explained the fiscal notes. 1:42:00 PM AT EASE 1:48:37 PM RECONVENED 1:48:46 PM AT EASE 1:50:05 PM RECONVENED 1:50:10 PM Co-Chair Stedman MOVED to REPORT SCS CSHB 57(FIN) from committee with individual recommendations and attached fiscal notes. Senator Cronk OBJECTED, and remarked that he did not appreciate the lack of clarification regarding amendment deadlines, and the overall process in the committee as related to the bill. He REMOVED his OBJECTION.
