  Co-chairman   Steve   Frank   convened    the   meeting   at                 
  approximately 9:10 a.m.

  In  addition  to  Co-chairman  Steve  Frank,  Co-chair  Drue                 
  Pearce, Senator  Sharp, and Senator  Kerttula were  present.                 
  Senator Jacko arrived soon after the meeting began.  Senator                 
  Rieger  arrived as it was in process.  Senator Kelly did not
