  CALL TO ORDER                                                                
                                                                               
  Senator  Steve  Frank,  Co-chair,  convened the  meeting  at                 
  approximately 9:10 a.m.                                                      
                                                                               
  PRESENT                                                                      
                                                                               
  In addition to Co-chairman Frank, Senators Kerttula, Rieger,                 
  and Sharp  were present.   Senator Kelly arrived  soon after                 
  the meeting began.   Co-chair  Pearce arrived as  it was  in                 
  progress.  Senator Jacko did not attend.

  Phillips; Edgar Blatchford, Commissioner, Dept. of Community                 
  and Regional  Affairs; Bruce Geraghty,  Deputy Commissioner,                 
  Dept. of Community  and Regional Affairs;  Remond Henderson,                 
  Director,  Division  of  Administrative  Service,  Dept.  of                 
  Community   and  Regional   Affairs;   John  Walsh,   Deputy                 
  Director/Juneau,  Rural  Development   Division,  Dept.   of                 
  Community  and  Regional  Affairs;  Mike  Greany,  Director,                 
  Legislative  Finance  Division;  Virginia   Stonkus,  fiscal                 
  analyst,   Legislative  Finance   Division;  and   aides  to

  HB 55     -    Act making appropriations  for the  operating                 
  and loan            program expenses of state government and                 
                      to capitalize funds;  and providing  for                 
                      an effective date.
