  Senator  Steve  Frank,  Co-chair,  convened the  meeting  at                 
  approximately 9:05 a.m.                                                      
                                                                               
  PRESENT                                                                      
                                                                               
  In addition  to Co-chair  Frank, Senators  Rieger and  Sharp                 
  were present.  Senator Kelly  arrived to constitute a quorum                 
  soon  after  the  meeting  began.   Co-chairman  Pearce  and                 
  Senator Kerttula  arrived as  the meeting  was in  progress.                 
  Senator Jacko did not attend.

  Commissioner, Dept. of Education; Jerome Komisar, President,

  Director, Postsecondary Education Commission;  Janet Clarke,

  Nancy Slagle, fiscal analysts, Legislative Finance Division;                 
  and  aides  to committee  members and  other members  of the

  HB 55     -    Act making appropriations  for the  operating                 
  and loan            program expenses of state government and                 
                      to capitalize funds;  and providing  for                 
                      an effective date.                                       
                                                                               
                 Budget  Overviews  were  conducted   for  the
