CHAIR GENE THERRIAULT called the Senate Committee on Committees
meeting to order at 11:42 a.m. All members were present. He
announced that each member was provided a copy of the Committee
on Committees report containing the suggested make-up of the
standing committees. He told members that he discussed his
concern about the lack of regional representation of the
membership of the standing committees with Senator Ellis and with
the majority caucus, particularly on the Senate HESS Committee,
which is made up of legislators from urban areas.
SENATOR ELLIS acknowledged that the minority caucus specifically
discussed the lack of rural representation on the Senate HESS
Committee. HHowever, the minority caucus continues to fully
support its recommendation to place Senators Guess and Davis on
the Senate HESS Committee.
CHAIR THERRIAULT informed members that he suggested that Senator
Guess serve on the Senate State Affairs Committee, rather than
Senator Bettye Davis, in an effort to distribute the workload
among members more evenly. He said that suggestion was not meant
to be a slight to Senator Davis who has been seated on two other
standing committees. If Senator Guess did not serve on the Senate
State Affairs Committee, Senator Davis would have served on three
committees while Senator Guess would have served on one.
SENATOR ELLIS said the minority caucus recommended Senators Davis
and Hoffman as members of the Senate State Affairs Committee and
maintains that recommendation, although he understands Chair
Therriault's point about an even distribution of the workload.
SENATOR STEVENS moved to adopt the Committee on Committees
report, dated January 21, 2003, which reads as follows:

CHAIR THERRIAULT announced a brief at-ease. When he reconvened
the meeting, he announced that with no objection to Senator
Steven's motion, the Committee on Committees report was adopted.
There being no further business to come before the committee,
CHAIR THERRIAULT adjourned the meeting at 11:42 a.m.
