POSITION STATEMENT: Explained changes in CCS for SB 59.
ACTION NARRATIVE
CHAIR GARY STEVENS called the meeting to order at 9:32:56 AM.
Present at the call to order were Senators Stevens, Wielechowski
and Wagoner and Representatives Stoltze, and Joule.
SB 59-GAMING: BROADCASTING/CABBAGE CLASSICS

CHAIR STEVENS announced the consideration of SB 59 and asked for
a motion to bring the Conference Committee Substitute for Senate
Bill 59 before the committee.
SENATOR WIELECHOWSKI moved to adopt CCS SB 59, labeled 25-
LS0410\L, for discussion purposes.
DOUG LETCH, Staff to Senator Stevens, sponsor of SB 59,
explained that the Conference Committee Substitute (CCS) removed
Section 3 of version K [HCS CSSB 59(FIN), 25-LS0410\K]. That
provision stated that monies raised by political action groups
could not be used for political purposes. The CCS also fixed a
typographical error on line 2 of the title; the word "prices"
was changed to "prizes."
REPRESENTATIVE STOLTZE asked him to outline which provisions
added by House members would be retained.
MR. LETCH explained that the original bill was to allow
broadcasts of raffles and lotteries that were currently limited
to the print media. The Senate President asked that the Palmer
State Fair "cabbage classic" be included. It was deemed
noncontroversial and so it was added. The House State Affairs
Committee amended the bill to allow broadcasting of dog mushers'
contests, and Representative Joule offered an amendment in the
House Finance Committee to increase the maximum charitable
gaming award [from a municipality or qualified organization]
from $1 million per year to $2 million per year.

REPRESENTATIVE STOLTZE highlighted that the intent of the
amendment in Section 3, version K, reflected good public policy
and continued his efforts to ensure that charitable gaming
proceeds actually went to charities and not to politicians. "I
understand that you [Chair Stevens] had a very meritorious issue
and I had a meritorious issue. We put one of the meritorious
issues aside temporarily," he stated.
SENATOR STEVENS asked for a motion.
SENATOR WIELECHOWSKI moved to report CCS SB 59, Version L, from
committee with individual recommendations and attached fiscal
note(s).
REPRESENTATIVE STOLTZE asked whether joint resolutions were
needed.
MR. LETCH said the title change was technical; it corrected a
typographical error.

CHAIR STEVENS announced that, there being no objection, the
motion carried.
There being no further business to come before the committee,
Chair Stevens adjourned the meeting at 9:38:38 AM.
