CALL TO ORDER
Chairman Thomas called the Conference Committee meeting on
HB 108 and HB 109 to order at 12:44:38 PM.

Vice-Chair Hoffman MOVED to ADOPT the chairman's
recommendation on the following Item for: LANGUAGE Item 2
Senate
Sec. 12n. DEPARTMENT OF COMMERCE, COMMUNITY, AND
ECONOMIC DEVELOPMENT. (n) The amount of $20,000,000 is
appropriated from the general fund to the Department of
Commerce, Community, and Economic Development for community
revenue sharing payments for the fiscal year ending
June 30, 2012, to be distributed proportionally to the
amounts received by communities under AS 29.60.855 and
29.60.860.

Sec. 13b. DEPARTMENT OF EDUCATION AND EARLY
DEVELOPMENT. (b) The amount of $20,000,000 is
appropriated from the general fund to the Department of
Education and Early Development for the fiscal year ending
June 30, 2012, to be distributed as state aid to districts
according to the average daily membership for each district
adjusted under AS 14.17.410(b)(1)(A) - (D).

Sec. 39 none language
The Senate language for Sec. 39 was not adopted:
CONDITIONAL EFFECT. The appropriations made in secs. 12(n)
and 13(b) of this Act are contingent on the enactment into
law in 2011 of a version of Senate Bill No. 97.
The effective date of sections 12(n), 13(b) and 39 is
June 30, 2011.
There being NO OBJECTION, it was so ordered.
Vice-Chair Hoffman MOVED to rescind action in the
Department of Education and Early Development Items 19 and
20 regarding scholarships.
There being NO OBJECTION, it was so ordered.
Vice-Chair Hoffman MOVED to ADOPT the chairman's
recommendation on the following Items for the Department of
Commerce, Community and Economic Development.
Item 19 - House plus $1.9 million (for a total of $3
million for needs based scholarships), Item 20 -
Senate structure and Senate number plus $4.9 million
(for a total of $6 million for the Merit Based
Scholarships).

Vice-Chair Hoffman MOVED to ADOPT the chairman's
recommendation on the following fiscal notes.

RECONVENED
Chairman Thomas pointed out three fiscal notes for HB 106,
addressing the Coastal Zone Management Program.
Vice-Chair Hoffman MOVED that the committee adopt the
fiscal notes for HB 106 attached to HB 108. He noted that
the most recent fiscal note for appropriations to land and
water resources allocation for the Alaska Coastal Zone
Management contained a total of $6,715.800 dated May 4,
2011.
Chairman Thomas stated that the committee instructs the
secretary to forward the additional fiscal notes to the
Senate Secretary and Chief Clerk for posting on BASIS upon
adoption of the conference committee report by the House
and Senate.
Chairman Thomas stated that this completes the work of the
Conference Committee. He stated the intent of the House to
set aside $200 million in the Alaska Housing Capital
Corporation (AHCC) for an in-state gas pipeline fund and
$400 million in the AHCC for a performance
scholarships/grants fund. That action will happen in the
capital budget.
Vice-Chair Hoffman MOVED that CCS HB 108 as amended be
reported out of committee with individual recommendations
and the authorization be given to the Legislative Finance
Division and Legislative Legal Services to make any
necessary technical and/or conforming changes.
There being NO OBJECTION, it was so ordered.
Vice-Chair Hoffman MOVED that CCS HB 109 as amended be
reported out of committee with individual recommendations
and the authorization be given to the Legislative Finance
Division and Legislative Legal Services to make any
necessary technical and/or conforming changes.
There being NO OBJECTION, it was so ordered.
Vice-Chair Hoffman stated his appreciation for Chairman
Thomas and his staff for their professional assistance
during the conference committee's process.
Chairman Thomas thanked the members of the Conference
Committee and their staff for their assistance during these
deliberations. He expressed appreciation to the Finance
Committee support staff for all of their work keeping them
organized during deliberations. He thanked the Office of
Management and Budget and all department and agency staff
involved in the budget process. He thanked his staff and
the staff of the Legislative Finance Division and
Legislative Legal for their hard work finalizing the
budget.
