POSITION STATEMENT: Presented HR 13 on behalf of its prime
sponsor, Representative Stoltze.

CHAIR NANCY DAHLSTROM called the House Rules Standing Committee
meeting to order at 2:06 p.m. Representatives Dahlstrom,
Herron, Olson, Neuman, Millet, Kerttula, and Gardner were
present at the call to order.
HR 13-ANCHORAGE VEHICLE INSPECTION PROGRAM

CHAIR DAHLSTROM announced that the first order of business would
be HOUSE RESOLUTION NO. 13, Encouraging the repeal of the
Anchorage Vehicle Inspection and Management Program.

REPRESENTATIVE HERRON moved to adopt CSHR 13, Version 26-
LS1403\E, Luckhaupt, 2/22/10, as the working document. There
being no objection, Version E was before the committee.

JAMES ARMSTRONG, Staff, Representative Bill Stoltze, Alaska
State Legislature, explained that Version E corrects the initial
of Daniel Sullivan, Mayor of the Municipality of Anchorage, to
the correct initial. He characterized HR 13 as a simple
legislation that describes the history of the Inspection and
Management (IM) program over the last 25 years. The resolution
requests that the Anchorage Assembly rescind its action in
having the IM program continue. As an aside, Mr. Armstrong
related that he worked for former Senator Dave Donley who
championed changing the IM program to a biennial program, which
paved the way for two-year automobile registration [renewals]
statewide.

REPRESENTATIVE KERTTULA inquired as to why the Anchorage
Assembly would rescind its decision.
MR. ARMSTRONG offered that the makeup of the Anchorage Assembly
changed. There was an 8:2 vote to terminate the program on
January 1st. However, the makeup of the Anchorage Assembly
changed and on a 6:4 vote it decided to maintain the program.
He noted that Assemblyman Coffey abstained from both of the
aforementioned votes.

CHAIR DAHLSTROM, in response to Representative Neuman, clarified
that Version E corrected the mistake.

REPRESENTATIVE HERRON moved to report CSHR 13, Version 26-
LS1403\E, Luckhaupt, 2/22/10, out of committee with individual
recommendations and the accompanying fiscal notes. There being
no objection, CSHR 13(RLS) was reported from the House Rules
Standing Committee.

REPRESENTATIVE HERRON moved that the House Rules delegate
authority to calendar all measures to the chair of the House
Rules Standing Committee. There being no objection, it was so
ordered.

CHAIR DAHLSTROM, in response to Representative Gardner, noted
that the motion is necessary due to the change in the chair of
the committee.

ADJOURNMENT
There being no further business before the committee, the House
Rules Standing Committee meeting was adjourned at 2:11 p.m.
