ACTION NARRATIVE
CHAIR NORMAN ROKEBERG called the House Rules Standing Committee
meeting to order at 10:12:31 AM. Representatives Rokeberg,
Coghill, Harris, Berkowitz, and Guttenberg were present at the
call to order. Representatives McGuire arrived as the meeting
was in progress.
HB 240-BREWERY & BREWPUB LICENSES

CHAIR ROKEBERG announced that the only order of business would
be HOUSE BILL NO. 240, "An Act relating to brewery and brew pub
licensing."
CHAIR ROKEBERG explained that HB 240 would allow an increase in
gallonage for brewpubs, which have to have a beverage dispensary
license and are allowed to brew and sell beer on the premise.

REPRESENTATIVE HARRIS moved to adopt CSHB 240, Version 24-
LS0734\B, Luckhaupt, 4/29/06, as the working document. There
being no objection, Version B was before the committee.
CHAIR ROKEBERG then reviewed the changes encompassed in Version
B, which include the addition of a provision in Section 1 that
allows beverage dispensary licensees to provide free samples to
the public and prohibits the municipality from prohibiting the
aforementioned. On page 2, line 6, the amount allowed to be
sold by a brewery is changed from "36 ounces a day" to "24
ounces a day". Furthermore, the language "dancing, electronic
or other games, game tables, or other recreational or gaming
opportunities on the premises" was added to Section 3(e)(1).
"In other words, these are breweries not pubs," he said.

REPRESENTATIVE HARRIS moved to report CSHB 240, Version 24-
LS0734\B, Luckhaupt, 4/29/06, out of committee with individual
recommendations and the accompanying fiscal notes. There being
no objection, CSHB 240(RLS) was reported from the House Rules
Standing Committee.

ADJOURNMENT
There being no further business before the committee, the House
Rules Standing Committee meeting was adjourned at 10:18 a.m.,
although the chair noted that the hearing on HB 13 and HB 362
remained recessed to the call of the chair.
