CO-CHAIR SCOTT OGAN called the House Resources Standing Committee
meeting to order at 8:17 p.m. Members present at the call to order
were Representatives Ogan, Sanders, Masek, Harris, Morgan, Whitaker
and Kapsner. Representative Barnes arrived at 8:18 p.m.
Representative Joule was excused.
HB 227 - HATCHER PASS PUBLIC USE AREA
CO-CHAIR OGAN announced that the only order of business before the
committee was House Bill No. 227, "An Act modifying the Department
of Natural Resources' power to control and manage certain land
within the Hatcher Pass Public Use Area and making that land
available for selection by the Matanuska-Susitna Borough."

REPRESENTATIVE MASEK moved to adopt the proposed committee
substitute (CS), 1-LS0949\G, Kurtz, 5/15/99, as the working
document before the committee. There being no objection, the
proposed CS was adopted.
CO-CHAIR OGAN explained that the proposed CS reduces the acreage
from 1,000 acres to 160 acres, which is the minimum acreage
necessary to accommodate the ski resort. Co-Chair Ogan noted that
the $11,100 fiscal note [dated 5/15/99, from the Department of
Natural Resources (DNR)] also needed to be adopted. He explained
that the cost would be recovered through program receipts, and the
Matanuska-Susitna Borough will reimburse the DNR for these costs.
REPRESENTATIVE BARNES moved that the committee adopt the fiscal
note. There being no objection, the fiscal note was adopted.
CO-CHAIR OGAN noted that there is an amendment which would allow
access to phase two of the development. The current proposed CS
only provides access to the base of the ski resort; the amendment
would allow selection of 100 feet of the right-of-way into the area
that the ski resort already has through phase two.

REPRESENTATIVE WHITAKER moved that the committee adopt Amendment 1,
which reads as follows:

There being no objection, Amendment 1 was adopted.

Kurtz, 5/15/99, as amended, out of committee with individual
recommendations and the accompanying fiscal note. There being no
objection, CSHB 227(RES) was reported out of committee.
