The House Resources Committee was called to order by
Chairman Bill Williams at 8:15 a.m. Members present at the
call to order were Representatives Williams, Carney, Davies,
Green, and James. Members absent were Representatives
Hudson, Bunde, Finkelstein, and Mulder.
SB 132 - LOANS FOR IFQ'S
CHAIRMAN BILL WILLIAMS announced the committee would hear SB
132, allowing loans from the state's fisheries revolving
loan fund to be used for the purchase of Individual Fishing
Quota shares. He stated that a full public hearing on SB
132 was held January 21. At that meeting, the committee
adopted the proposed Resources Committee Substitute version
of the bill, the Resources Letter of Intent and the attached
Commerce Department fiscal note. He noted that the
committee had decided to hold the bill for final action
until additional information requested by Representative
Hudson was received from Phil Smith of the National Marine
Fisheries Service.
CHAIRMAN WILLIAMS told members that on Friday, January 28,
the information received from Mr. Smith was distributed, and
added since that time, a letter from the Alaska Longline
Fishermen's Association had been received which was in
committee member's folders. He said in that letter, the
Association supports the quick passage of the committee's CS
for SB 132 and explains other ideas they have about
additional ways that Individual Fishing Quota shares might
be kept in the hands of Alaskans.

REPRESENTATIVE PAT CARNEY made a motion to MOVE HCS CSSB
132(RES) with the attached letter of intent and fiscal note
with INDIVIDUAL RECOMMENDATIONS.
CHAIRMAN WILLIAMS asked if there were objections to the
motion and hearing none, the MOTION PASSED.
ANNOUNCEMENTS
CHAIRMAN WILLIAMS reminded committee members that last week
when they heard HJR 49 relating to the drafting of federal
regulations for the Oil Pollution Act of 1990 (OPA '90), the
committee had decided to try and set up a meeting with
someone from the federal Minerals Management Service (MMS).
He recalled that the MMS is having a public hearing on the
OPA '90 regulations in Anchorage on February 16, and the
committee was concerned because of session, they would not
be able, as a legislative group, to express concerns or
participate in the process.
CHAIRMAN WILLIAMS announced that arrangements had been made
for a fairly high level official to come from Washington,
D.C., to meet with the committee on February 15. Mr. Jeff
Zippin has agreed to brief the committee and discuss the OPA
'90 issues. He noted that Mr. Zippen is Chief of the
Division of Inspection, Compliance and Training, which is
the MMS Division in charge of the OPA '90 regulations. He
said another official, who is in the Anchorage MMS office is
also planning to attend the meeting.
CHAIRMAN WILLIAMS advised committee members that the meeting
is scheduled for 3:00 p.m. on Tuesday, February 15. He said
Representative Hudson agreed to allow the committee to use
the Labor and Commerce Committee time slot to accommodate
the meeting. Chairman Williams extended an invitation to
the Labor and Commerce Committee to also join the meeting.
He added that Senator Ted Stevens had also been invited to
attend, but no response had been received to date.
CHAIRMAN WILLIAMS announced the committee will meet Monday,
February 7 to hear House Bill 266, relating to the extension
of the Big Game Commercial Services Board and House Bill
343, relating to resident sportfish and hunting license
fees.
ADJOURNMENT
There being no further business to come before the House
Resources Committee, Chairman Williams adjourned the meeting
at 8:25 a.m.
