EXECUTIVE SESSION - LEGAL ISSUES ON MEDICAID EXPANSION

I. CHAIR GARY STEVENS called the Legislative Council meeting
to order at 1:04 p.m. in the Anchorage Legislative
Information Office Auditorium. Present at the call were
Senators Meyer, Hoffman, MacKinnon, and Stevens;
Representatives Hawker and Herron. Participating via
teleconference was Senator Coghill, as well as
Representatives Johnson, Kito, Millett, Neuman and
Thompson, alternate member. Representative Chenault joined
the meeting via teleconference during executive session.
Absent were Senators Huggins, Micciche, and McGuire,
alternate member.
II. EXECUTIVE SESSION - LEGAL ISSUES ON MEDICAID EXPANSION
CHAIR STEVENS said that the reason for this meeting was to
give Legislative Council members an opportunity to hear
from Legal Services Director Doug Gardner as well as a
staff attorney in an executive session regarding legal
issue regarding Medicaid expansion. He noted that the
Chair's intention is that this be an informational meeting
only; that no actions will be taken, no motions will be
allowed and that Council will adjourn after coming out of
executive session.

VICE CHAIR HERRON moved that Legislative Council go into
executive session under Uniform Rule 22(b)(3) to discuss a
matter that may, by law, be required to be confidential, to
allow Council to receive legal advice in the form of
Attorney-Client communications from legal counsel. I would
ask that the following individuals remain in the room or on
teleconference: Pam Varni, Doug Gardner, Kate Glover, Erin
Shine, Suzanne Armstrong, Chad Hutchison, Mark Higgins, Tom
Wright, Linda Hay, Grace Abbott, and Megan Wallace. We also
welcome any Legislators that are not on Legislative
Council.
A roll call vote was taken.
YEAS: Meyer, Coghill, Hoffman, MacKinnon, Hawker, Johnson,
Kito, Millett, Neuman, Thompson, Herron, and Stevens
NAYS: None
The motion passed 12-0.

There being no further business before the committee, the
Legislative Council meeting was adjourned at 2:50 p.m.
